Violent Attacks On Non-Locals Spike In Jammu And Kashmir

Recent shootings of migrants raise concerns over safety and targeted violence

A string of violent attacks targeting non-local workers has erupted over the past week in Jammu and Kashmir (J&K), igniting major concerns over safety and security within the region. The situation escalated on October 24, 2024, when Shubam Kumar, a 19-year-old migrant worker from Bijnor, Uttar Pradesh, became the latest victim, sustaining injuries from gunfire during an attack by terrorists.

The attack occurred early Thursday morning as Kumar was on duty at Batagund village, located within the Tral area of Pulwama district. Reports indicate he was shot in the arm and has since been admitted to the hospital, where he is currently stable. This incident marks the third attack on migrant workers within just one week, underscoring the troubling trend of increased violence against non-locals.

This latest attack follows several weeks of rising tensions and earlier incidents, the most devastating occurring just days prior on October 20, when seven individuals, including six migrant workers and one local doctor, lost their lives at the hands of militants who opened fire on their construction site at Sonamarg, Ganderbal district. This assault was claimed by the Resistance Front (TRF), which has connections to the Pakistan-based militant organization, Lashkar-e-Taiba.

The slain workers were engaged in constructing the Z-Morh tunnel, part of efforts to connect Gaganeer to Sonamarg and facilitate all-weather access to the region, thereby potentially bolstering the local economy. The attack at the construction site has been widely condemned, with public figures, including the Union Home Minister Amit Shah, expressing shock and outrage over the targeting of workers who are seen as contributors to the local development initiatives.

Prior to the Sonamarg attack, another victim was identified as Ashok Chauhan, also a migrant worker from Bihar, whose bullet-riddled body was found on October 18 near Zainapora, Shopian district. These unsettling discoveries and targeted strikes have resulted not just in fatalities but have also instilled fear among the laboring communities, which rely heavily on migrating for employment opportunities.

The police and security forces have initiated extensive operations to apprehend those responsible for these incidents. They recently released images captured by surveillance cameras showing two foreign militants involved in the Ganderbal attack. Investigations have included questioning over 40 individuals as part of their efforts to gather more information about the recent escalation of violence.

Security measures are being ramped up, and there is growing unrest among local populations and laborers due to these repeated assaults. On one hand, militants are adamant about their campaign against non-locals, which they believe serves their political purpose; on the other hand, the local economy relies significantly on these workers for projects intended to benefit the entire region.

No sooner had reports surfaced of Shubam Kumar’s injury than fresh alarm bells were sounding with news of yet another fatal incident: reports indicated the body of MD Jahud, another non-local laborer, was found murdered in Ganbugh, Srinagar, marking it as the second target casualty on the same day. Such incidents highlight the dangers faced by laborers and have prompted swift responses from local government officials and community leaders, who are calling for increased protection and security protocols for non-resident workers.

Chief Minister Omar Abdullah voiced grave concerns about the situation, stating, "The recent string of attacks is deeply alarming, and swift action needs to be taken to safeguard the lives of all citizens, especially those not from the region." He added his condolences to the families of those affected by the violence.

The backlash against these attacks is palpable, as community leaders rally for enhanced safety protocols and supportive measures to protect non-locals who have chosen to work and contribute to the region, ostensibly under the shadow of growing violence. Amid this chaotic backdrop, local law enforcement is assuring citizens and workers alike of their commitment to restoring safety and order within Jammu and Kashmir, working tirelessly to thwart any future acts of terror.

J&K Lt Governor Manoj Sinha reaffirmed commitment to providing assistance to those affected, with the families of the deceased victims from the earlier attacks receiving compensation and aid from both the union and state government.

Even as these tragic narratives unfurl, there is rising frustration among workers who feel their lives and livelihoods are increasingly at risk, compounding the already existing tensions within the target communities and provoking reactions from various sectors of society, destined to stir discussions far beyond the borders of Jammu and Kashmir.
