Homan emphasized the role of military support: "We need to build more detention facilities to accommodate the expected rise in deportations, and the military can expedite this,” he said. On the other side of the border, the Mexican government is proactively addressing the possibility of increased deportations by developing technology aimed at protecting migrants. Mexico's Secretary of Foreign Affairs, Juan Ramon de la Fuente, announced the rollout of a mobile application intended to notify relatives and local consulates if individuals believe they are facing imminent detention by U.S. immigration authorities. Describing it as akin to a panic button, de la Fuente explained, "If you find yourself in a situation where detention is imminent, you push the alert button, and it sends a signal to the nearest consulate."

Tested on a small scale, the app reportedly functions effectively, allowing users to send emergency alerts to previously designated contacts, ensuring quick communication during alarming situations. Along with the app, Mexico has increased the number of consular staff and improved legal aid to assist migrants facing deportation. This comprehensive approach indicates the government's commitment to safeguarding its citizens from potential crises.

With estimates citing around 11.5 million migrants living with legal residency and 4.8 million without proper documentation in the United States, the stakes are incredibly high. The Mexican government’s proactive stance demonstrates how nations are adapting to what may become aggressive immigration enforcement strategies. de la Fuente remarked, "We are doing everything to prepare for the worst-case scenario inherent with mass deportations." The use of technology mirrors contemporary methods of communication and emergency response, providing additional layers of support for vulnerable communities.

Both countries are now facing significant challenges and changes spurred by these proposed policies. The potential for military involvement raises substantial questions about civil-military relations and the ethical dimensions of using military force for domestic law enforcement.
