Efforts to Reduce Healthcare Waiting Lists Intensify in Umbria
The Italian region of Umbria is making significant strides to tackle the pressing issue of healthcare waiting lists, with over 30,600 new appointment slots being made available. According to Stefania Proietti, the President of the Umbria region, all new appointments are expected to be booked by the end of March, and approximately 70% of these services will be provided by April. The initiative aims not only to alleviate current wait times but also to address the accumulated backlog of healthcare services.
To achieve this ambitious goal, the Umbria regional government has initiated the involvement of accredited private healthcare centers. This approach diverges from previous strategies, where budgets were allocated to private entities based solely on the volume of services delivered, inadvertently leading to competition between public and private healthcare facilities.
An integral part of this reform is the enhancement of communication methods with citizens. Proietti stated, "The efficiency of how citizens are contacted has improved; they are called at least three times throughout the day. Appointments are scheduled immediately for those who accept the proposed date and location, whilst others are kept on the list for rescheduling." This structured approach aims to keep citizens informed and engaged with their healthcare options.
Importantly, the administration has also implemented measures to respect the territorial integrity of healthcare access, striving to reduce instances of 'health tourism' which has seen patients traveling across the region for treatment. This approach aligns with their commitment to keeping healthcare services available and equitable within the region.
Technological advancements also play a significant role in Umbria’s plans. The region is promoting the use of the regional app "UmbriaFacile," which allows residents to conveniently book appointments for medical visits and examinations. The application features user-friendly interfaces and offers functionalities like consulting one's health dossier, checking exemptions from service charges, and tracking waiting times for emergency services. Users can authenticate through SPID (Public Digital Identity System) or CIE (Electronic Identity Card) to access these services securely.
The app is part of the region’s broader efforts to simplify access to healthcare services. Proietti remarked, “UmbriaFacile guarantees optimal user experiences, and it will soon include push notification services to remind users of their appointments directly on their smartphones.” This feature is anticipated to greatly improve patient adherence to scheduled healthcare appointments.
"The steps we are taking reflect our commitment to providing timely and effective healthcare services to the citizens of Umbria," Proietti added. The initiative exemplifies the region’s dedication to improving the public healthcare system and responding to the needs of its population.
