Tomsk Prosecutor's Office Investigates High-Profile Bribery Case

Charges against local business leader and ex-official escalate amid claims of innocence and legal maneuvering.

The Tomsk Prosecutor's Office is currently investigating the alleged bribery case involving Vladislav Levchugov, founder of the LAMA Group of Companies, and Sergey Arefyev, former head of the investigation department of the Investigative Committee for the Tomsk region. The indictment claims Arefyev solicited bribes from Sergei Chulovsky, the owner of OOO Tomskkabel, during his investigation of tax evasion. According to the prosecution, Arefyev sought Levchugov's assistance to facilitate the bribe.

Arefyev is accused of demanding large sums of money to terminate the case, leading to Chulovsky reporting the matter to authorities. Consequently, Levchugov, along with Arefyev, was arrested during the transfer of the bribe on December 2, 2021. During the trial, Levchugov stated, "I have collected evidence of my innocence over 20 months, and I have substantial arguments. There is no evidence of any crime, and I ask to be recognized innocent of aiding bribery and illegal arms possession."
He contended he only became acquainted with Arefyev after the case had begun, attempting to dissuade Chulovsky from illegal actions. He emphasized his license to possess the ammunition he is charged with illegally storing.

Arefyev also proclaimed his innocence, asserting the tax evasion case had been dropped before any alleged demand for payment. He remarked, "At no point did I imply to Chulovsky's representative any fees concerning ending the criminal case apart from the taxes involved."
Originally, their case was to be heard at the Soviet District Court of Tomsk, but it was transferred to the Yurga City Court of the Kemerovo Region due to a motion from the parties involved. Both Levchugov and Arefyev face serious charges under the Russian Penal Code: Arefyev is charged with receiving bribes, and Levchugov with facilitating bribery and illegal arms possession.

The LAMA Group, which Levchugov founded back in 1993, operates several retail outlets across Tomsk and Seversk, boasting notable brands like Apricot and Smile City. Levchugov also co-owns Sibaerokraft, which holds the Chkalov airfield under Tomsk.

Levchugov’s recent courtroom appearance drew considerable media attention as he declares his innocence, contending the investigation lacks credible evidence for the charges. The statement from him reflects persistent claims from many accused of corruption who defend their reputation against serious accusations.

The legal proceedings are still underway as both defendants prepare their respective defenses for the next sessions. The legal standards for evidence and the handling of bribery cases continue to face scrutiny, particularly with high-profile figures involved.
