The Telangana government has launched the Rajiv Yuva Vikasam Scheme 2025, a significant initiative designed to promote self-employment opportunities among young entrepreneurs. Under this scheme, eligible individuals can access concessional loans of up to ₹4 lakh to establish their own businesses, targeting youth from disadvantaged sections, including Scheduled Castes (SC), Scheduled Tribes (ST), Backward Classes (BC), minorities, and Economically Backward Classes (EBC) or Economically Weaker Sections (EWS).
Chief Minister Revanth Reddy officially launched the scheme on March 15, 2025, announcing that it would benefit nearly 5 lakh youth across the state. The scheme aims to empower young people by providing financial assistance to foster economic independence and job creation through entrepreneurship.
According to the Telangana government, the eligibility criteria for the Rajiv Yuva Vikasam Scheme include specific income and age limits. For rural areas, applicants must have an annual income of ₹1.5 lakh or less, while those from urban regions should not exceed ₹2 lakh. The age bracket for non-agricultural businesses is set between 21 and 55 years, whereas individuals involved in agricultural and allied activities can apply until the age of 60.
To apply, candidates must submit several documents, including an Aadhaar card, caste and income certificates, and other relevant proofs depending on their chosen sector, such as a driving license for transport schemes or a pattadar passbook for agriculture. A noteworthy aspect of the scheme is its emphasis on inclusivity, as special preferences are extended to first-time beneficiaries, women (with at least 25% of the loans reserved for them), and persons with disabilities (PWDs), where a minimum of 5% of the loans are allocated.
Moreover, one household is limited to one self-employment scheme within a five-year period. The government has also prioritized candidates with existing skills in self-employment and the families of martyrs from the Telangana agitation.
To register for the Rajiv Yuva Vikasam Scheme, eligible candidates must first visit the Online Beneficiary Management and Monitoring System (OBMMS) portal and complete the online registration form. This process involves entering accurate personal, income, and category details, which are crucial for processing applications. Following registration, applicants must download and physically submit their application forms, along with relevant documents, at designated offices. Rural applicants should head to Mandal Praja Palana Seva Kendralu (MPPSK), while urban counterparts can visit municipal or zonal commissioner’s offices. On-site helpdesks are available to assist with document submission and verification.
