Russia Demands Conditions Met Before Resuming Grain Deal

Negotiations with the U.S. focus on restoring agricultural exports and lifting sanctions

In a related development, Ukrainian President Volodymyr Zelensky accused Russia of manipulating the terms of the ceasefire agreement reached during negotiations in Er-Riyadh. In a video statement released on March 25, Zelensky claimed that Moscow was attempting to distort the agreements and deceive both their intermediaries and the global community.

Zelensky stated, "Unfortunately, even on the day of negotiations, we see how the Russians have started to manipulate. They are trying to twist the agreements and effectively deceive our intermediaries and the entire world. There are absolutely clear statements published by the White House. Everyone can see what is stated there. And then there is what the Kremlin is lying about again. The regime of the truce in the Black Sea depends on the issue of lifting sanctions." He emphasized that if Russian forces continue to attack Ukraine, the Ukrainian Armed Forces would respond with strikes against Russia.

Following the negotiations, the United States, Ukraine, and Russia released statements that, while generally aligned, differed in specific details. Kyiv has made it clear that they would attack the Russian Black Sea Fleet should it enter the western part of the Black Sea. In contrast, Moscow has indicated that the ceasefire in the Black Sea would only take effect once sanctions on Russia regarding the production and trade of food and fertilizers are lifted.

In a press briefing, Dmitry Peskov, the press secretary for the Russian President, remarked that the conditions put forth by Russia for the implementation of the "Black Sea Initiative" echo those that were not fulfilled in the previous iteration of the deal. He noted, "In fact, these are the same conditions that were included in the 'Black Sea Initiative' under the guarantees of Mr. Guterres (UN Secretary-General Antonio Guterres), which worked for a certain period. All conditions were fulfilled, except for those concerning the Russian side." Peskov added that fairness must prevail, and Russia intends to continue its collaboration with the Americans.
