The Commonwealth of Dominica recently honored Indian Prime Minister Narendra Modi with its highest national award, the Dominica Award of Honour. President Sylvanie Burton presented this prestigious accolade during the India-CARICOM Summit held in Guyana, acknowledging Modi's leadership during the COVID-19 pandemic as well as his commitment to nurturing the relationship between India and Dominica.
Receiving the award, PM Modi expressed heartfelt gratitude on social media, declaring, "Honoured to be conferred with the highest national award by Dominica. I dedicate it to the 140 crore people of India." Modi emphasized how the honor reflects not only his individual efforts but also the collective values, culture, and unity of the diverse Indian populace.
PM Modi also took the opportunity to thank President Burton for the recognition, highlighting their shared democratic values and dedication to women's empowerment. Interestingly, both leaders represent significant milestones for their respective countries; President Burton is the first President from Dominica's indigenous community, and India's President Droupadi Murmu is the first elected from the tribal community.
The Ministry of External Affairs (MEA) of India viewed this award as proof of Modi's statesmanship and his substantial contributions to the development of Dominica, particularly throughout the challenges posed by the pandemic. Noteworthy is India's contribution of 70,000 AstraZeneca COVID-19 vaccine doses to Dominica back in February 2021, which also assisted other nations across the Caribbean.
Dominica’s Prime Minister Roosevelt Skerrit expressed the nation’s heartfelt gratitude for PM Modi’s unwavering support, which has extended beyond healthcare to include education and climate resilience initiatives. Skerrit’s office remarked, "The award is an expression of Dominica’s gratitude for PM Modi’s solidarity with Dominica and the wider region," illustrating the emphasis on mutual respect and cooperation.
This award symbolizes more than just formal recognition; it highlights the enduring cooperation between India and Dominica, which dates back to 1981 when they established diplomatic relations. High-level exchanges have characterized their partnership, including Modi's first meeting with Skerrit at the India-CARICOM Leaders’ Meeting during the UN General Assembly session in New York back in 2019.
One particularly impactful aspect of India-Dominica relations has been India’s efforts during the COVID-19 crisis. The emergency aid, highlighted by the vaccine donations, showcased India's commitment to assisting Dominica and contributing to the welfare of its people during turbulent times. The two nations have also collaborated on various developmental initiatives over the years, aiming to bolster sustainability and resilience.
PM Modi’s support for Dominica extends beyond emergency relief. The India-UNDP Project for the Kalinago community resulted in the allocation of USD 1 million aimed at strengthening sustainable livelihoods. This initiative is one of the highlights of India's effort to contribute positively to small communities within Dominica. An additional commitment of USD 1 million is set to back the second phase of the Community Resilience Project, scheduled to launch next year.
Integral to the cultural and economic bond between the two nations is the Indian diaspora residing there. Approximately 500 individuals of Indian descent have made significant contributions across various sectors, including retail, healthcare, and academic fields. Notably, institutions like Ross Medical University benefit from the involvement of Indian-origin professionals.
Through this latest accolade, the relationship between PM Modi and Dominica’s leadership continues to thrive, demonstrating the manifold ways nations can support each other through cultural ties and mutual interests. The award is emblematic of the path forward, one constructed on partnerships aimed at addressing both immediate and long-term challenges. It reinforces the idea of diplomacy as not just political allegiance but as genuine cooperation tackling global issues as they arise.
