In a significant national effort to improve living conditions across Russia, Prime Minister Mikhail Mishustin reported on March 26, 2025, that over 800,000 citizens have successfully relocated from dilapidated housing into new and comfortable homes. This initiative is part of the ongoing national project "Infrastructure for Life," which aims to address the pressing issue of emergency housing throughout the country.
During his annual report to the State Duma, Mishustin highlighted the achievements of the previous housing project, "Housing and Urban Environment," under which approximately 580 million square meters of housing have been constructed. This monumental effort has positively impacted tens of millions of families, significantly enhancing their living conditions.
According to Mishustin, the resettlement efforts have exceeded expectations, with many regions reporting progress beyond their planned targets. "We are actively resettling emergency housing. Most regions are not only on schedule but are surpassing planned values," he stated, emphasizing the urgency and importance of this initiative.
In the Arkhangelsk region, Governor Alexander Tsybulsky recently discussed local resettlement efforts with Irek Fayzullin, the Minister of Construction and Housing and Communal Services of the Russian Federation. Tsybulsky noted that over the past five years, 483,000 square meters of emergency housing have been resettled, benefiting more than 26,000 individuals. As part of this initiative, 112 new homes have been constructed, reflecting the region's commitment to improving living conditions.
"It is crucial for us to create safe and improved living conditions for the residents of our region, so the work of resettling emergency housing will continue," stated Dmitry Rozhin, Deputy Chairman of the Government of the Arkhangelsk Region.
The Ministry of Construction of Russia oversees the resettlement program, with the Territory Development Fund acting as the operator. Following the completion of the "Housing and Urban Environment" project, efforts will persist under the new national project, "Infrastructure for Life," ensuring that the momentum continues.
In addition to housing, Mishustin also addressed the social gasification program, which has seen approximately one million private homes connected to gas since its inception. This program, which was expanded last year to include gardening associations, aims to improve the quality of life for residents across the nation.
In the Yaroslavl region, the implementation of the gasification program has been particularly successful. Alexander Kvyadaras, Deputy Minister of Construction and Housing of the Yaroslavl Region, reported that more than 13,000 agreements have been signed with residents since the program began in 2021, with 11,000 already completed.
As part of the ongoing housing improvements, the Yaroslavl region has also seen significant resettlement of emergency housing. In 2024 alone, 827 individuals received new apartments, and over 13,000 square meters of dilapidated housing were resettled. From 2022 to 2024, a total of 50,000 square meters of emergency housing were addressed in the region.
Mishustin's report underscores the government's commitment to enhancing living conditions for all citizens, demonstrating a proactive approach to addressing long-standing housing issues. With the continuing efforts under the "Infrastructure for Life" project, the government aims to ensure that no citizen is left in substandard living conditions.
