Bodycam footage of inmate Robert Brooks’ fatal assault reveals disturbing culture of violence among corrections staff

New York State Attorney General Letitia James has initiated investigations following the death of inmate Robert Brooks, 43, at the Marcy Correctional Facility, after disturbing bodycam footage was released showing the violent events leading to his death.

On December 9, 2024, Brooks was filmed being brutally beaten by correctional officers, with the footage depicting multiple officers assaulting him even after he was handcuffed. The next day, he passed away at a local hospital, with preliminary reports indicating asphyxia due to neck compression as the likely cause of death.

During a virtual press conference, the Attorney General emphasized the shocking nature of the incident and the necessity of transparency. "I do not take lightly the release of this video, especially in the middle of the holiday season," James stated. She reiterated her commitment to holding those responsible accountable, underlining the need for justice and integrity within the state's correctional system.

The released footage, recorded under standby mode, shows officers surrounding Brooks as he lay defenseless on the infirmary examination table. This incident sparked outrage not only from the Attorney General but also from New York Governor Kathy Hochul, who described the footage as horrific and ordered immediate terminations for the 14 personnel involved.

According to reports, the incident occurred when Brooks was transitioning from the Mohawk Correctional Facility to Marcy, having initially been sentenced to twelve years for first-degree assault. The video reveals alarming details: officers repeatedly struck Brooks, who did not fight back, and at one point, there was no urgent medical intervention.

The New York State Police launched investigations leading to the suspension of numerous correctional officers and medical staff involved. This includes two sergeants, ten correction officers, and at least one nurse. "No human being should be treated this way by another human being," stated Chautauqua County Sheriff James Quattrone. Court documents and witness statements have described how the assault unfolded over about ten minutes, with witnesses observing officers casually disregarding the well-being of Brooks as they inflicted injuries. Reports detail grisly actions from the officers, such as hitting him with their fists and using their feet to stomp on him.

The Attorney General’s Office has assured the public of their commitment to thorough investigations. Ryan Paparella, leading the investigation, stated there appears to have been no apparent reason for the attack, raising concerns about the actions of the officers involved.
