Naples Seals Agreement To Boost Film Productions

New incentives and streamlined processes aim to make the city a top filming destination.

Naples is making significant strides toward becoming a premier destination for film and television production, thanks to a recently signed agreement between the Municipality of Naples and the Superintendency of Archaeology, Fine Arts, and Landscape.

On March 19, 2025, this pact aims to introduce new incentives as well as streamline bureaucratic regulations for filmmakers choosing to work in the historic city. This initiative has arrived at a crucial time, as the city is already host to an impressive 43 audiovisual projects within the first quarter of 2025, with notable productions including the anticipated return of "Gomorra la serie" and a film about the beloved local musician Pino Daniele titled "Je so’ pazzo" directed by Nicola Prosatore.

The agreement not only points toward facilitating filming processes but also reflects Naples' ambition to enhance its cultural prominence both nationally and internationally. As stated in a press release from the Municipality, this collaboration marks "an essential piece of the strategy to enhance the image of Naples, which consistently ranks among the most sought-after filming locations in Italy."

Local officials have been engaging filmmakers and production companies, notably including dialogues with well-respected directors like Mario Martone and Gianpaolo Morelli, who are currently in talks regarding upcoming projects. In addition to the key films, the city is also hosting six serial productions and several television programs, significantly stimulating local economic growth.

Facets of this economic impact include direct revenue from the use of public spaces, hotel accommodations, and the overall enhancement of Naples’ image. “The audiovisual sector is a driver for economic and social development in the Neapolitan area,” emphasized Ferdinando Tozzi, the Mayor's delegate for Musical Industry and Audiovisual Productions.

Continuing the momentum, the local government is working diligently to provide greater support to audiovisual operations. They have already instigated a system to give financial contributions to audiovisual production companies. Subsequently, the collaboration between the Municipality and the Superintendency aims to simplify procedures for photo and video shoots, ensuring a more seamless experience for filmmakers.

The newly signed agreement also delineates updated rules for filming activities and addresses requests for cultural events and shows, reflecting a broader commitment to foster a thriving creative economy. Last year, Naples gained visibility through hosting the finale of the talent show X-Factor at the historical Plebiscito Square, which was a unique occurrence in the show's history.

Moreover, by the end of this year, the city plans to launch the Napolicinesmart platform. This system is poised to allow film operators to submit requests for filming permits in an efficient and guided manner, further reducing bureaucratic delays and facilitating a quicker process.

“This agreement represents a significant example of collaboration between institutions,” remarked Sergio Locoratolo, the Cultural Policies Coordinator for Mayor Manfredi. Locoratolo noted how the partnership showcases the ability of various entities, despite their different responsibilities, to unite for the public's benefit. “It is indeed a shared goal to assert that through clear and simple policies, we contribute to ensure that Naples receives the spotlight it deserves in the cultural arena, supporting its practitioners while easing bureaucratic burdens.”
