The National Weather Service (NWS) has expanded its flood watch through Saturday for areas north of San Francisco due to the dire impact of the storm, which is characterized as a "bomb cyclone"—a weather phenomenon where rapid intensification occurs as the cyclone draws moisture from the sea. Notably, the storm has already caused substantial power outages and led to dangerous travel conditions across several states, including Washington and Oregon.

Reports indicate around 376,000 people were reported to be without power across Washington state due to severe winds and rain. Tragically, falling trees caused the deaths of two individuals: one woman was killed when her homeless encampment was struck by debris, and another when her residence was crushed. Further complicate matters, reports of multiple road closures have surfaced, including significant stretches of Interstates 5 and 80. Safety officials have asked residents to avoid travel where possible, and those venturing out are advised to equip their vehicles with chains due to expected heavy snow accumulation. Per the California Department of Transportation, portions of I-5 were temporarily closed, affecting thousands of travelers during one of the holiday's busiest travel periods.

Hundreds of flights were delayed or canceled on Wednesday at major airports like San Francisco International due to the adverse weather conditions. Travelers are advised to stay updated with their flight statuses before heading to the airport.

Compounding the infrastructure woes, many communities have faced disruptions to services as schools across Washington state were closed for safety, with some choosing to extend closures through the end of the week. Streets cluttered with fallen debris hindered local authorities' ability to clear roads and restore basic services.

The system is loaded with moisture, and experts warn there remains potential for extreme weather should atmospheric conditions persist. Cameron Rudd, at the Center for Western Weather and Water Extremes, emphasized the storm's persistence as it shifts south along the coast.

With dangerous conditions forecast to persist, local emergency management agencies have urged residents to remain vigilant and heed safety guidelines. Emergency shelters are set up across different regions, ready to accommodate those requiring relief from the impact of the storm.

The rain and snow resulting from this atmospheric river could significantly alter the region's water health, with potential impacts on agricultural firms reliant on stability for their operations.
