Major Political Crisis As South Korea's Opposition Targets Acting President Han Duck-soo

The Democratic Party plans to impeach Han for blocking investigations linked to former President Yoon Suk-yeol's martial law declaration.

South Korea’s political arena is heating up as the opposition Democratic Party of Korea (DPK) has announced its intentions to impeach acting President Han Duck-soo. This decision follows Han’s failure to meet the opposition's deadline to approve independent investigations linked to former President Yoon Suk-yeol, who was impeached amid turbulence after declaring martial law on December 3.

The DPK’s actions signal deepening political discord and could exacerbate the already fraught climate in the country as Han, who stepped up as acting president following Yoon’s impeachment on December 14, now faces the threat of removal himself.

“We’ve clearly warned,” said Park Chan-dae, the floor leader of the DPK during a broadcasted meeting. He indicated decisions about Han’s legacy now rest decisively on Han’s shoulder: “It’s totally up to Prime Minister Han Duck-soo whether he would go down in history as a disgraceful figure as a puppet of rebellion plot leader Yoon Suk Yeol or as a public servant.”

The implication of this statement cannot be understated. If Han, currently the country’s No. 2 official, is impeached, the finance minister would likely follow him as the next person in line for presidential duties.

The DPK argues Han has actively undermined the party’s efforts to investigate Yoon and support other associated inquiries, such as those involving his wife Kim Keon-hee. The opposition party recently passed bills to appoint special prosecutors aimed at addressing various charges against both Yoon and his spouse, including corruption claims and potential sedition related to Yoon’s martial law declaration.

Han’s denial during the Cabinet meeting of these bills, coupled with his call for negotiations rather than compliance, set off alarm bells for the DPK, fueling their push for impeachment. The party warned it would act decisively if Han did not comply with the legislative timeline established for these investigations by December 24.

The proposed articles of impeachment will certainly stir legal debates. Impeaching government officials typically requires only a simple majority vote, and the DPK holds 170 of the 300 National Assembly seats. Yet, when it concerns presidents, a two-thirds majority is necessary. With this requirement looming, the DPK may need to secure additional support from other parties, including members of Yoon’s own People Power Party (PPP).

Political turmoil has characterized the recent weeks in South Korea, particularly after Yoon’s brief declaration of martial law, framed as necessary against perceived “anti-state forces.” This unprecedented move prompted backlash, and hours later, the National Assembly rapidly countered it, demonstrating the volatile dynamics at play.

Yet, Han Duck-soo has asserted he attempted to prevent the declaration from coming to fruition, stating he was not fully able to halt Yoon’s order. Despite this, the DPK remains resolute, asserting Han is perpetuating Yoon’s insurrectionist agenda.

Park Chan-dae reiterated the urgency of their demand, positing, “Any delay of the investigation and impeachment trials is seen as layering over the insurrection and planning another one.” The DPK's strategy appears to be heavily focused on ensuring accountability at all levels, which has included legal maneuvers against both Yoon and Han.

The DPK’s actions are not merely political opposition tactics but also extend to societal concerns as public sentiment grows increasingly wary of stability. The party accuses Han of infringing on constitutional mandates by stalling these investigations concerning Yoon’s actions.

Though Han is adamant about maintaining his position, the legal intricacies surrounding this potential impeachment complicates matters. The Constitutional Court has to decide whether actions taken by interim presidents might parallel the standard commonly reserved for impeachable offenses against full presidents.

On the other end of the political spectrum, the PPP has labeled the DPK’s tactic as political intimidation, asserting claims of lynch mob mentality. Kweon Seong-dong, the PPP leader, bolstered this viewpoint by saying, “This is no different from gangsters threatening retaliation.”

Within this opposition-led frame, political analysts are closely watching Han’s maneuverings as he balances the impending pressure from the DPK alongside the constitutional duties associated with his acting presidency. His comments about needing negotiations and the indication of prospective appointments for justices to the Constitutional Court suggest he is grappling not just with legislative opposition but also with strategic governance challenges.

The ripple effects of these impeachment strategies stretch beyond immediate party lines and harbor the potential to unearth broader issues of governance and democracy within the country. If both Han’s and Yoon’s impeachments held ground, it could lead South Korea to unexpected political shifts—ushering elections potentially earlier than originally anticipated.

Continued investigations will soon determine if these escalation avenues will affect Han’s relatively new presidency or sidestep Yoon’s fateful downfall. The stakes remain high for all parties involved, with Han Duck-soo now standing at the center of South Korea's burgeoning political clash.

For now, the country watches with bated breath as this dramatic political saga continues to unfurl, and no resolution appears imminent.
