Compounding issues arose on the Seto Chuo Expressway, where Honshi Expressway authorities reported strong winds affecting travel conditions. Motorcycles, for example, were banned from Kojima IC to Sakade IC starting at 9:20 AM on December 27 to safeguard riders from potential wind hazards.
The Central Expressway also faced similar disruptions on December 28; from 5:24 AM, the down-line from Otsuki JCT to Katsunuma IC was shut down due to accidents, causing extensive delays for commuters heading toward Tokyo. The Japan Road Traffic Information Center noted multiple reports requiring closure as officials worked to assess and manage the situation.
