China Targets European Brandy With New Tariffs

Beijing's anti-dumping measures come amid rising tensions with the EU over trade policies

China has recently announced its decision to impose anti-dumping measures on European brandy, marking another point of contention between the East and West. This move aligns with broader trade tensions currently simmering between China and Europe, following Europe's proposed tariff on Chinese electric vehicles.

The anti-dumping duties are set to begin on December 1, 2024, and will apply to both French cognac and other European brandies. Specifically, the Chinese Ministry of Commerce indicated these duties would range from 7.6% to 12.1%. While this approach could serve as China's method of supporting its domestic alcohol industry, it also retaliates against perceived unfair competition from European imports.

French cooperatives, who supply oak barrels used for brandy aging—a key element of its production—have expressed concern over this retaliatory act. According to Pierre Gauthier, the head of one cooperative, the apprehension lies not only with potential reductions in production levels but also with accusations of speculative pricing practices prevalent among certain European producers. Gauthier urged for closer cooperation with the Chinese market to mitigate the impact.

Wu Kai, spokesperson for the Chinese Ministry of Commerce, reiterated the necessity of these measures, arguing they are intended to counterbalance the dumping practices observed from European suppliers. Wu's statements highlight the belief among Chinese economists and officials of an urgent need to protect local producers from unfair pricing.

The increase of Chinese tariffs on European brandy also arrives against the backdrop of increasing consumer demand for domestic alcoholic beverages, echoing preferences for local products over foreign imports. This significant shift aligns with post-COVID consumption patterns where consumers are tending to gravitate toward local brands.

Meanwhile, the French authorities have firmly rejected the legitimacy of these tariffs, denouncing them as unfair trade practices. French officials claim this move breaks international trade rules and undermines efforts to establish amicable trade relations with China. Government and industry groups are expected to strategize ways to counter this new development, which could significantly impact their economic standings.

The brandy trade's delicate nature means these tariffs could have sweeping repercussions across various stakeholders, particularly small producers and cooperatives who rely heavily on exports to sustain their livelihoods. Agricultural expert Marc Renaud highlighted the potential for cooperative collapses if sales were to plummet due to increased prices imposed by tariffs.

The ramifications of such tariffs may also influence the broader diplomatic relationship between China and Europe. With elevated tensions surrounding trade and economic policies, both sides may be forced to reassess their positions to avoid escalation.
