The General Directorate of Taxes (DGI) officially launched the SYC@D platform, a cloud-based integrated management system for cadastre, land, and domain processes, on Friday, March 21, 2025, in Ouagadougou.
The SYC@D platform is a response to long-standing issues in land management, such as administrative delays, multiple physical registries, and a serious lack of coordination among stakeholders. These challenges have often resulted in legal uncertainties regarding transactions and increased risks of fraud and land dispossession.
At the launch, Burkina Faso's Minister of Economy and Finance, Aboubakar Nacanabo, expressed excitement about the SYC@D's potential to revolutionize land management in the country. According to him, the platform will facilitate the digitization of land processes, ensuring transparency and rapid service delivery. "Thanks to this platform, cadastre extracts can be requested in one day; requests for attestation of parcel allocation will take seven days; provisional session orders can be completed in 30 days, and definitive session orders (land titles) will be issued within a maximum of 60 days," Nacanabo stated.
The SYC@D platform, accessible at https://sif.bf, promises a more streamlined experience for citizens and investors, allowing them to manage their land-related procedures online and track the progress of their applications in real time. This step towards modernization aims to not only improve efficiency but also to provide a safer framework for land transactions.
The Prime Minister, Rimtalba Jean Emmanuel Ouédraogo, emphasized that the launch of the integrated cadastre and land management system represents a significant advancement in the governance of land at a national level. "We are crossing a decisive threshold towards more transparent, efficient, and secure management of land occupation titles," he noted. He described the SYC@D not merely as a digital platform but as a true revolution in managing land issues in Burkina Faso. The system centralizes and digitizes cadastral plans and land titles, increasing traceability and legal security.
Furthermore, the platform is designed to mitigate risks of fraud and disputes surrounding land transactions. The introduction of such a system is expected to simplify administrative processes and drastically reduce the turnaround times for processing requests related to land ownership and registration.
Eliane Djiguemdé, the Director General of Taxes, reinforced the importance of the SYC@D launch, framing it as the culmination of a reform process aimed at improving land management. "Today, we are taking a decisive step towards the modernization of our administration and the security of land rights for Burkinabé citizens," she remarked. This progressive move is anticipated to enhance the overall effectiveness of governance regarding land use and ownership.
