Binh Duong Launches Online Driver’s License Renewal Service

Residents can now renew driver’s licenses online or at local police offices.

The province of Binh Duong has initiated its new program for issuing and renewing driver’s licenses and criminal history certificates, which officially began on March 3, 2025. This initiative is aimed at streamlining the licensing process for residents coming to update their licenses and legal records.

On the opening day at the provincial Public Administrative Service Center, the Traffic Police Department (PC08) processed 38 cases involving residents seeking to renew their driver’s licenses (GPLX). Those who completed the necessary paperwork and paid the appropriate fees received appointment slips for their licenses, which are guaranteed for collection within three working days. Following this period, the electronic data concerning the licenses will be available on the Traffic Police Department’s online checking platform as well as on the VNeID application.

People have two options to update or renew their licenses: online or through direct visits. If the license involves multiple classifications and one is currently revoked, it is mandatory for the individual to provide evidence of their administrative offense to exchange for the remaining classification. When changing to a lower classification, individuals must clearly indicate this request on their application and take responsibility for the accuracy of their claims. To undergo the direct procedure, individuals must visit the designated receiving locations at the PC08 or additional counters set up at sociopolitical establishments.

For those utilizing the online service, they can visit the official online portal at https://dvc4.gplx.gov.vn and follow the instructions provided there.

Beginning from March 1, 2025, individuals will be required to follow specific steps to renew or update their driver’s licenses online. The process starts with logging onto the Vietnam Road Department's online service portal (at the aforementioned URL) and signing in. Upon successful login, users must select the “Renew Driver’s License” option from the homepage.

Next, users need to choose their method of identification—either by using their electronic identity account issued by the Ministry of Public Security or via QR code scanning or by entering their citizen ID number and password. After logging in, users will need to fill out their information accurately.

To summarize the steps:

  1. They should provide general information, including selecting the relevant Traffic Department for processing and valid reasons for the license renewal.

  2. Enter driver’s information such as license number and utilize the search function to auto-fill details.

  3. For health-related requirements, users will input their electronic health check code, or if unavailable, provide scanned images of health records approved by local administrative authorities.

  4. Finally, provide headshot images (3x4 cm on green background) and submit all necessary documentation as per regulations.

Once all documents are uploaded and the system confirms successful submission, applicants will be notified via email about fee payment instructions, which must be completed within three days of application submission. The processing time spans five days post-application acceptance, and updates will be available on the VNeID and GPLX information verification platform three days after. Licenses can be delivered either through mail upon requester’s agreement or for collection at designated points.

According to representatives from the Vietnam Traffic Police, the workload has shifted from district police to social police departments on March 1, 2025, streamlining allowing residents to process renewals and updates at their local police stations.

For compliance, citizens must submit valid health checks conducted by certified medical staff, excluding standard licenses like A and B classes, and must present both sides of their current GPLX and Citizen ID/Commune ID at the time of application. If residents aim to lower their classification, they have to declare this intention explicitly.

There are updated fees associated with the renewal process, with the costs set at 135,000 VND for direct applications through police stations and 115,000 VND for online submissions until December 31, 2025. From January 1, 2026, the fees will revert to 135,000 VND for all types.

Individuals are urged to be cautious of scams, particularly any unsolicited calls from individuals claiming to represent law enforcement or any requests to download unauthorized applications seeking access to personal information.

This new process serves to modernize and simplify the bureaucratic relations between citizens and local authorities, ensuring both efficiency and progress within Vietnam’s administrative systems.
