Wasit Governor Resigns After Deadly Kut Mall Fire

Following a devastating fire that claimed over 60 lives in Kut, widespread demands for accountability led to the resignation of Wasit’s governor and the appointment of a successor amid ongoing investigations and political pressure.

The resignation of Wasit province's governor, Mohammed al-Miyahi, on July 23, 2025, marked a significant development following a tragic fire that engulfed a newly opened shopping mall in Kut, claiming more than 60 lives. The devastating blaze, which occurred on July 16, sparked widespread outrage and demands for accountability amid accusations of administrative corruption and lax safety oversight.

Al-Miyahi announced his resignation "in honor of the blood of the martyrs, as they are in need of a gesture that may soothe part of their deep wounds, and in loyalty to them and to the people of this province." His departure was seen both as a symbolic act of solidarity with the victims and a response to mounting political pressure from across Iraq's government institutions.

The fire tore through the shopping center with alarming speed, exposing glaring deficiencies in fire safety measures. Officials and residents alike cited a lack of proper safety protocols as a key factor that exacerbated the tragedy. Investigations revealed that the building owner had failed to implement necessary fire safety standards and had not obtained the required permits. Legal complaints were promptly filed against both the owner and the shopping center's management.

The Wasit Provincial Council quickly moved to accept al-Miyahi's resignation and appointed Hadi Majid Kazzar as the new governor. However, former council member Haidar Hisham al-Faily cautioned that appointing a new governor involves several legal steps, including a formal declaration of vacancy, an open nomination process, and securing majority approval. Iraqi Parliament Speaker Mahmoud al-Mashhadani sent an official request to Prime Minister Mohammed Shia al-Sudani, urging the dismissal of al-Miyahi and describing his continued tenure as a "political burden." Prime Minister al-Sudani later endorsed the findings of a fact-finding committee, which recommended referring the governor for legal investigation in his capacity as head of the province’s Civil Defense Committee.

The tragedy has once again highlighted Iraq's chronic issues with building safety standards and administrative oversight. Past incidents have similarly resulted in catastrophic loss of life. In July 2021, a fire at a hospital in Nasiriyah killed between 60 and 92 people. The blaze was fueled by illegal, highly flammable "sandwich panel" cladding, a cheap material banned in Iraq due to its fire risk. More recently, in 2023, over 100 people died in a wedding hall fire in Hamdaniya, Nineveh province, after ceiling panels above a pyrotechnic machine ignited.

Such recurring disasters have fueled public anger and deep mistrust toward local authorities, who are often accused of corruption and failing to enforce safety regulations. Families of the victims in Kut have demanded accountability not only for the governor but also for others responsible for negligence, underscoring a long history of administrative failings.

Al-Miyahi himself acknowledged the shortcomings, stating that the building owner had neglected fire safety measures and failed to apply for permits. However, many critics argue that these violations reflect systemic issues within provincial governance and regulatory enforcement.

As the investigation continues, the appointment of Hadi Majid Kazzar as the new governor places him at the center of efforts to restore public trust and improve safety oversight in Wasit province. The legal proceedings against al-Miyahi and others involved will be closely watched as Iraq grapples with the challenge of preventing such tragedies in the future.
