Vinh Phuc Prepares For Major Administrative Reforms

Local authorities aim to streamline processes and enhance efficiency in governance through digital transformation and one-stop-shop initiatives.

On March 20, 2025, the Central Executive Committee gathered to review the procedures of political reforms laid out in Resolution 18-NQ/TW, originally enacted on October 25, 2017. This initiative aims to streamline governmental functions and enhance the efficiency of local administrative structures and mechanisms.

The committee has highlighted the necessity for synchronization and standardization of processes following recent mergers at both the district and commune levels. Implemented projects will focus on revamping administrative procedures across Vinh Phuc province during the period from 2025 to 2028, with particular efforts to improve service delivery in local governance.

With the rollout of new administrative apparatus scheduled to begin on April 1, 2025, officials are racing against time. The authorities have set ambitious targets to process over 60,221 administrative dossiers, with online submissions exceeding 50% of the total applications received. Notably, in the commune sector, more than 91% of the 41,999 dossiers were processed online.

The Hai Ba Trung district will be pioneering a one-stop-shop model for administrative tasks, merging services from two previous districts, Trung Trac and Trung Nhi. This model aims to create a more fluid and user-friendly experience for citizens and businesses seeking administrative approvals.

The province aims to leverage technology through digital transformations, with the implementation of the Dtsoft software to manage operations more efficiently. Additionally, the online service portal, dichvucong.vinhphuc.gov.vn, facilitates a seamless application process, underscoring the government's commitment to modernizing local governance.

The administrative overhaul is not without its challenges, as the new fusion raises concerns about adequate training for personnel involved in mixed administrative roles. There are ongoing debates around maintaining the integrity and quality of services during this transitional period.

As part of its strategy, the committee is also looking into the economic and social development outcomes of communes and wards. A meeting scheduled for March 27, 2025, will address fundamental administrative matters that evolved from discussions in the 11th Central Executive Committee meeting.

The province's administrative framework is being scrutinized as the Central Executive Committee plans to undertake more significant reforms. Following recent conclusions (126-KL/TW and 127-KL/TW), more government restructuring in local levels is on the table, aimed at fostering effectiveness and accountability in governance.

Tasks outlined in these reforms include reviewing economic and social developmental reports from local governments and establishing more effective operational processes at the commune level, all to be addressed in the upcoming sessions.

On another front, the government is also engaging in discussions around potential amendments to the 2013 Constitution, which they hope to finalize by June 30, 2025. This indicates a holistic approach to governance reform, aiming not only for procedural efficiency but also for comprehensive legal and structural changes.

A significant portion of the focus is also on the appropriate allocation of resources and personnel. The provincial authorities are aligning their strategies with the overarching objectives as laid out by the Politburo, ensuring that local structures can operate cohesively without compromising service delivery.

In essence, Vinh Phuc's ongoing administrative reforms point toward an intent to create a governance model that is not only more efficient but also responsive to the needs of its citizens.
