Tura, April 12: Mottior Hussain, the headman of Bhangarpar village under the Tikrikilla assembly constituency in West Garo Hills, has filed two FIRs—one concerning a physical assault and another alleging fraudulent money collection related to the PMAY-G housing scheme.
According to the first FIR, lodged on April 6 at the Bhogularbitha (Nidanpur) police outpost, Hussain accused seven individuals of physically assaulting him and two others, Samimul Islam and Noor Islam. The incident reportedly occurred around noon in Bhangarpar village near the LP School on the PWD Road.
Hussain stated that he had been informed about the arrival of a reporter in the village and went to meet him. The reporter allegedly told him that he had been brought by the accused and directed by the Block Office to investigate complaints of illegal money collection from job card holders under the Awas Plus 2024 (PMAY-G) scheme. While speaking with the reporter, Hussain heard a commotion nearby and rushed to the scene, where he claimed to have witnessed the accused assaulting Samimul and Noor Islam. When he intervened, Hussain said the attackers turned on him, accusing him of filing a complaint and assaulted him.
“I went to the spot and saw that the accused were physically assaulting Samimul Islam and Noor Islam. When I intervened to stop them all the accused turned on me, shouting, he is the one who made the complaint, and assaulted me with fists, blows, and sticks,” Hussain detailed in the FIR. He further stated that he fears for his life due to the accused’s threats of future harm, which has created a sense of fear and insecurity for his safety.
In a second FIR, also dated April 6, Hussain detailed allegations of unauthorized and coercive collection of money from villagers. He claimed that job card holders were being forced to pay Rs. 2,000 to secure their inclusion in the Awas Plus 2024 housing list. A prior complaint on this issue was submitted to the Block Development Officer on March 18, 2025.
Hussain named two individuals in the extortion scheme—Taher Ali of Bhangarpar village and Mojibor Ali, the Goan Bura (village headman) of Pabomari village. According to the FIR, the two were allegedly collecting bribes under the false promise of securing housing benefits and had also been taking geo-tags of villagers’ homes as part of the scheme.
“I have received several verbal and written complaints from villagers who were victims of this extortion. Upon careful verification and inquiry, I have found that two individuals, namely Taher Ali, resident of Bhangarpar village and Mojibor Ali, Goan Bura (village headman) of Pabomari village have been unlawfully collecting money from job card holders, falsely promising inclusion of their names in the Awas Plus 2024 (PMAY-G) housing scheme,” he alleged in the FIR.
The FIR further alleged that villagers were being threatened with exclusion from the housing scheme if they refused to pay. Hussain noted that Taher Ali holds no official role in the Village Employment Council or PMAY-G administration, except that his wife, Samina Khatun, serves as the VEC Secretary, raising concerns over potential misuse of her position. Additionally, Hussain pointed out that Mojibor Ali has no jurisdiction over Bhangarpar or Milpara villages, yet has been interfering in local administrative matters, which he described as unlawful.
On April 11, 2025, Hussain lodged a complaint with the police regarding the alleged misuse of a central scheme. The complaint, dated April 6, 2025, was addressed to the Officer-in-Charge of the Bhogularbitha (Nidanpur) Police Outpost. In his complaint, Hussain reiterated the unauthorized collection of money from job card holders under the Awas Plus 2024 (PMAY-G) scheme.
“Despite the clear instructions issued by your office through Notification No. DEM/PENSION/26/2020 dated 22nd January 2025, which strictly prohibits any kind of monetary demand for the inclusion of names in the said scheme, these individuals have continued to deceive and exploit poor and illiterate villagers,” Hussain stated.
He emphasized that the accused individuals were taking geo-tags of villagers’ houses while demanding and taking an amount of Rs 2000 from each job card holder as a bribe for including their names in the PMAY-G list. Furthermore, they were intimidating and threatening the villagers, saying that if they did not pay the amount, their names would be excluded, and they would not receive the benefit of a house under the scheme.
It must be noted that Taher Ali does not hold any official position in the Village Employment Council (VEC) or any authority under the PMAY-G scheme. His only connection appears to be his wife, Samina Khatun, the VEC Secretary, which raises serious concerns about the misuse of her position and the abuse of power.
Mojibor Ali, being the Goan Bura of Pabomari village, has no jurisdiction over Milpara and Bhangarpar, yet he is illegally involving himself in administrative matters. This amounts to fraud, extortion, impersonation of public authority, and violation of government orders. Such actions not only exploit the vulnerabilities of the poor but also completely defeat the purpose of the welfare scheme, which is to assist the needy without any financial burden.
Hussain concluded his complaint by urging the police to register an FIR against the accused individuals, investigate the matter thoroughly, and take appropriate legal action under relevant sections of the Indian Penal Code and other applicable laws to prevent further victimization of the villagers.
As the situation unfolds, residents of Bhangarpar village are watching closely, hoping for swift justice and the restoration of integrity in the implementation of government welfare schemes.
