On April 4, 2025, the Ministry of Public Security of Vietnam held a preliminary conference to review its activities in the first quarter of 2025. General Luong Tam Quang, a member of the Politburo and Minister of Public Security, presided over the meeting, highlighting the achievements and challenges faced by the Public Security Force (CAND) during this period.
In the first quarter of 2025, the CAND maintained a positive trajectory in ensuring security and order, as well as in building a robust police force. The organization of the Public Security at three levels, without district-level police, has facilitated rapid and efficient management from the ministry to the grassroots level. This restructuring has allowed for a more streamlined approach, ensuring that personnel are deployed according to their capabilities and experiences, thereby enhancing their sense of responsibility.
According to the report, the CAND has successfully completed all tasks, exceeding set goals and requirements compared to both the same period last year and the fourth quarter of 2024. The proactive approach of the police in monitoring the situation and advising on various issues has been pivotal in safeguarding national security and interests, as well as maintaining social order and safety.
"National security has been consistently stable, with numerous plans implemented to ensure it remains intact," General Quang stated. The police effectively managed to investigate and solve 9,468 cases of social order violations, achieving a resolution rate of 77.12%. Nearly 20,000 individuals were arrested, and nine criminal gangs were dismantled, alongside over 700 wanted persons being apprehended.
Notably, serious crimes related to social order saw a significant decrease. For instance, murder rates fell by 36.75%, intentional injury by 19.42%, and fraud by 17.18% compared to the same period last year. Drug-related offenses also saw a decline, with over 7,200 cases detected and more than 80 kilograms of heroin seized, along with significant amounts of synthetic drugs and cannabis. The CAND has also uncovered 222 cases of corruption, marking a decrease of 12.6% in cases and 20.98% in subjects compared to the previous quarter.
The Ministry has been proactive in receiving and implementing new tasks from various ministries to ensure smooth operations without disrupting normal activities for organizations and individuals. This includes correctly following procedures for ensuring aviation security at 22 airports and maintaining stable network information security.
Additionally, the CAND has made strides in digital transformation, with over 96.43% of applications being processed online through the Ministry's Public Service Portal. The police have also set up 785 locations for receiving applications for exchanging and reissuing driver's licenses, establishing a hotline for immediate assistance at these points. This initiative has led to the successful processing of 119,845 applications for licenses, with a substantial portion completed online.
As part of its commitment to social welfare, the Ministry has undertaken initiatives to eliminate temporary and dilapidated housing, building homes for the poor across the country. In the first quarter of 2025, over 41,800 individuals and organizations were recognized for their contributions to public security and community support.
Furthermore, the Public Security Force has been actively involved in humanitarian efforts, particularly following the earthquake in Myanmar on March 28, 2025. A delegation was dispatched to assist in search and rescue missions, successfully recovering seven deceased victims and coordinating with rescue teams from multiple countries to locate additional victims. The delegation has also provided medical care and temporary shelter for those affected by the disaster.
Minister Quang emphasized the importance of continuing to lead and exemplify the directives of the Central Executive Committee regarding the restructuring of the police force. He outlined key tasks for the upcoming months, including ensuring the security of significant political and cultural events, such as the 50th anniversary of the Liberation of the South and national reunification, and the commemoration of the Hung Kings.
"We must remain vigilant and proactive in addressing crime, particularly in high-tech and organized crime, while maintaining public safety and order," he urged. The Minister also highlighted the need for stringent enforcement of traffic regulations, particularly during upcoming national holidays.
Looking ahead, the Ministry plans to continue its focus on digital transformation and the implementation of Project 06, aimed at enhancing technological innovation within the public security sector. This project aligns with the government's broader goals of fostering scientific development and national digital transformation.
