Vietnam's Government Unveils Policy Implementation Enhancements

Key projects and administrative reforms aim to streamline processes and support community welfare across the nation.

On February 28, 2025, the Vietnamese government undertook significant steps to evaluate and reinforce its policies across various sectors. A pivotal event occurred when Da Nang's city leaders inspected the environmental improvement project on the Xuyen Tam Canal, assessing the progress and challenges faced in the implementation of this extensive urban development plan. The project aims to rehabilitate the area and coincides with broader governmental efforts to modernize infrastructure and promote sustainability within urban areas.

Accompanying the inspection, Deputy Chairman Bui Xuan Cuong met with local officials, including the leaders of relevant departments, to discuss the current state of the project. The area under review encompasses 139,333 square meters, impacting 2,077 households. Among these, 1,230 cases require full compensation, whereas 847 involve partial compensation. The total estimated compensation amount stands at approximately VND 13.22 trillion, with funds on track for allocation by April 2025.

During the inspection, officials reported completing discussions with 1,660 affected households, resulting in approvals for compensation to 381 of them. The district government plans to finalize compensation packages for another 302 households within this month. This progress is pivotal for adhering to timelines for commencing construction, which is set for April 2025, outlining the urgency attached to fulfilling governmental commitments to the residents.

To overcome challenges, including disputes over property ownership and paperwork related to land purchases, the district officials, guided by Bui Xuan Cuong, established seven communication teams. These teams will facilitate interactions with the remaining 1,279 non-compliant households to resolve outstanding issues and push for consensus going forward.

Meanwhile, the city government is also restructuring various political bodies and organizations to increase operational efficiency. On the evening of February 27, the Nam Tu Liem district held a conference to disseminate details surrounding the organization and downsizing mentioned under Decree No. 178/2024/NĐ-CP. These measures are intended to optimize bureaucratic processes and fulfill the objectives outlined by the national leadership.

Nguyen Trung Nghia, the head of the district's organization committee, emphasized the importance of aligning personnel management with overall efforts to streamline government operations. He noted the decree’s provision for safeguarding workers' rights during early retirement and subsequent personnel reassignments, ensuring smooth transitions without compromising service delivery.

According to Deputy Secretary Lam Quang Thao, it is imperative for all personnel within the political system to fully understand and implement the new policies and directives. He stressed maximizing the strengths of existing staff and maintaining operational continuity, particularly as the district prepares for its local Party congress aimed at setting strategic directions for the coming years.

Another noteworthy development emerged concurrently with these assessments when the Ministry of Labor, Invalids and Social Affairs (MOLISA) prepared for significant administrative shifts. On the same day, key ministers, including Dao Ngoc Dung and Nguyen Kim Son, formalized the transfer of several units from MOLISA to the Ministry of Education and Training (MOET) and the Ministry of Health (MOH). Such changes embody the government's commitment to refine its administrative structure under the auspices of the national development plan.

MOLISA's transition included the handover of the General Department of Vocational Education and several educational institutions. Dung highlighted the necessity for all involved entities to facilitate seamless transitions, ensuring no disruptions occur during the changeover, especially concerning public services and the needs of the populace.

Illustratively, this restructuring aligns with the objectives set forth by Decree No. 25/2025/NĐ-CP, which mandates the integration of certain governmental functions with other ministries by March 1, 2025. This integration is expected to consolidate efforts and resources across ministries, enhancing coordination to improve efficiencies and outcomes for service delivery.

Taking these developments as markers of Vietnam's broader reform agenda, the government aims to bolster its mechanisms across various sectors, improve local governance, and set the pace for future administrative functionalities. These initiatives, from urban environmental projects to structural government reforms, paint the picture of proactive governance striving to address the challenges and aspirations of Vietnam’s people.
