On May 5, 2025, Do Van Chien, Chairman of the Central Committee of the Vietnam Fatherland Front (MTTQ), presented a comprehensive report summarizing the opinions and recommendations of voters to the 9th session of the 15th National Assembly. This report gathered insights from various sources, including 63 reports from MTTQ provincial committees, 24 reports from National Assembly delegations, and 20 reports from member organizations, totaling approximately 1,737 opinions compiled into a 35-page document.
Voters expressed their satisfaction with the government's decisive leadership in streamlining administrative structures, enhancing efficiency, and focusing on grassroots service delivery. Chien noted that citizens appreciate the government's efforts to align its policies with public sentiment, stating, "The Party's intentions align with the people's will." However, several concerns were raised regarding the implementation of these reforms, particularly about the renaming of administrative units and the relocation of civil servants to new administrative centers.
Many voters voiced apprehensions about the challenges faced by civil servants and employees transitioning to new administrative units. Concerns were also raised regarding the potential for some capable staff to resign due to relocation issues, emphasizing the need for specific solutions to retain skilled personnel.
Another significant concern among voters was the impact of U.S. tariffs on the economy, causing fluctuations in gold prices, USD exchange rates, and stock market instability, which could hinder economic growth, particularly in export-import sectors. This situation raises worries about job security and income for many citizens.
Additionally, voters expressed strong condemnation of the production and sale of counterfeit goods, including fake milk and medicine, as well as misleading advertisements online. They urged authorities to take decisive action against these issues, which have led to public frustration and dissatisfaction.
Health concerns were also highlighted, with voters noting an increase in diseases such as influenza, measles, conjunctivitis, dengue fever, and rabies, posing a threat to public health. They called for enhanced vigilance and action from health authorities to address these rising health risks.
Furthermore, there were complaints about individuals impersonating government officials to deceive citizens and seize their property, as well as the proliferation of false information online that undermines public trust. Citizens urged the government to combat these fraudulent activities effectively.
Do Van Chien emphasized the importance of the ongoing administrative reform, stating that it is a critical and unprecedented endeavor that will have far-reaching effects on society. He urged relevant agencies to promptly address any emerging issues during the implementation of these reforms, adhering to the directives from the Politburo and General Secretary To Lam: "We must run while organizing; there should be no disruption to work; the new apparatus must be better and more effective than the old one. We must continuously improve the material and spiritual lives of the people."
In response to the counterfeit goods crisis, the MTTQ Central Committee urged state agencies to take vigorous action to eliminate the production and distribution of substandard goods. They also called for the cessation of fraudulent activities that exploit personal information and spread misinformation on social media.
Moreover, the MTTQ proposed that relevant ministries and sectors expedite the drafting of legal documents to implement significant policies, such as waiving tuition fees for students and providing support for school lunch programs.
Concerns were also raised regarding the need for policies to support civil servants who must relocate to new administrative centers. The MTTQ emphasized the necessity of clear regulations regarding the repurposing of surplus facilities following the restructuring of administrative units.
In a related report, Dương Thanh Bình, a member of the National Assembly Standing Committee, presented the results of monitoring the resolution of voter recommendations submitted to the 8th session of the 15th National Assembly. The report revealed that out of 2,033 recommendations, 2,032 had been addressed, achieving an impressive response rate of 99.95%.
While the National Assembly and its agencies responded to all 38 voter recommendations, the government and central ministries addressed 1,946 out of 1,947 recommendations, aiding in resolving local difficulties and stabilizing the situation for citizens.
However, the report also highlighted some shortcomings in addressing voter recommendations, such as delays in issuing guidelines for state policies or amending outdated legal documents. For instance, voters from Ha Tinh province requested the issuance of a list of specialized professional sectors to implement tuition exemption policies according to the 2014 Vocational Education Law, but this list has yet to be released nearly a decade later.
Similarly, many voters have called for the replacement of outdated financial regulations concerning sports competitions, yet progress has stalled due to bureaucratic hurdles.
