Vietnam Updates Social Security And Transport Rules For 2025

New laws aim to improve social insurance benefits and regulate transportation business operations, promoting citizen welfare.

The Vietnamese government is ushering significant changes to its social security and transportation regulations with the introduction of two key legal documents: the Social Insurance Law 2024 and Decree 158/2024/ND-CP. Both will come fully effective on July 1, 2025, reshaping the frameworks for worker benefits and business operations.

Under the new Social Insurance Law, certain provisions detail the conditions under which individuals can receive one-time social insurance payments. Among the notable criteria, those who have ended their social insurance contributions may be eligible if they reach retirement age without having contributed for the required 15 years. Additional eligibility includes individuals migrating abroad for settlement or those suffering from severe medical conditions like cancer or AIDS, as outlined by the law.

The calculation methods for these benefits also see significant changes. Specifically, the one-time insurance payment amount is determined by the duration of contributions and current payment levels. Prior contributions will be rated differently based on whether they were made before or after 2014, reflecting changes aimed at modernizing the welfare system and ensuring fairer payouts.

Meanwhile, Decree 158/2024/ND-CP establishes new guidelines for the transportation sector. The regulation mandates all freight transport vehicles to be either owned outright or legally rented with appropriate contracts. It delineates strict conditions for the usage of vehicles, including stipulations on operational age limits and maintenance of proper records for tracking vehicle activities.

Specific criteria are also detailed for passenger transport services. Vehicles used for public transport must possess fittings such as surveillance devices to monitor driver behavior, thereby enhancing passenger safety. The age limit for passenger vehicles varies depending on the type of services provided, with taxi services seeing the strictest regulations—vehicles older than 12 years will not be permitted.

One of the more progressive aspects of the directive addresses the use of advanced technology within the sector. By requiring the installation of surveillance cameras and logistics systems, the government aims to increase transparency and accountability in the transportation services.

With the TET holiday approaching, the government is also taking proactive measures to assist beneficiaries of the social insurance system. A recent directive issued by the Prime Minister will enable the combined payment of two months' pension benefits, intended to support citizens during the festive season. This initiative reflects the government's commitment to ensuring financial stability for vulnerable populations during significant cultural observances.

Notably, the directive also establishes firm stances against any mismanagement during the upcoming holiday preparations, emphasizing the need for ethical conduct among officials and reinforcing regulations against corrupt practices.

These comprehensive updates to Vietnam’s social security and transport systems provide citizens with greater clarity on their benefits and responsibilities, fostering a more accountable, safer, and supportive environment as the country moves forward.
