On April 22, 2025, the Ministry of Public Security in Vietnam unveiled a shocking case involving a network responsible for producing and distributing counterfeit milk products. This extensive investigation has led to the seizure of 84 different types of powdered milk products, along with over 26,000 cans of milk, all linked to the companies Rance Pharma and Hacofood Group.
Lieutenant General Hoang Anh Tuyen, Deputy Chief of Office and Spokesperson for the Ministry, revealed that among the seized products, 12 were identified as fake due to their subpar quality. Specifically, these products failed to meet the minimum quality standards, with some key components registering below 70% of the declared levels. This classification of counterfeit goods falls under the regulations set forth in Decree No. 98/2020/ND-CP, enacted on August 26, 2020.

- Newsure Colos 24h Kid Plus formula nutritional product
- Kid Baby Talacmum formula nutritional product
- Gludiabet Talacmum special dietary food
- KASUMI CANXI NANO COLOS 24H special dietary food
- KASUMI GAIN COLOS 24H 3 nutritional product
As the investigation continues, authorities are focusing on clarifying the status of the remaining 72 products that are still under scrutiny. Lieutenant General Tuyen emphasized the importance of this investigation, stating, "The Ministry of Public Security is committed to addressing fraudulent advertising practices, particularly those involving well-known personalities and influencers who may mislead consumers about the quality and benefits of these products."
In light of these revelations, the Ministry has issued a strong warning to the public, advising them against using the identified counterfeit milk products. Consumers are urged to exercise caution and verify the authenticity of milk products before purchase. The Ministry specifically cautioned against trusting endorsements from celebrities or influencers without proper verification of the product's quality.
Lieutenant General Tuyen highlighted the legal implications of fraudulent advertising, stating that individuals involved in such practices could face severe penalties. Under Decree 38/2021/ND-CP, violations in advertising can result in administrative fines, while Article 197 of the 2015 Penal Code addresses fraudulent advertising directly. Additionally, the production and sale of counterfeit goods are punishable under Articles 192 to 195 of the Penal Code, covering a range of offenses from fraud to the abuse of trust for property appropriation.
The Ministry’s ongoing efforts aim to deter such fraudulent activities, protect consumer health, and ensure the integrity of the food market. They are particularly focused on preventing the exploitation of consumer trust by those in positions of influence.
As part of its consumer education campaign, the Ministry has advised the public to remain vigilant against misleading advertisements. Consumers should carefully check product labels, verify the manufacturer's information, and ensure they are purchasing from reputable sources. The Ministry encourages anyone who encounters suspicious products or advertising practices to report these incidents to the appropriate authorities.
In addition to the 12 identified counterfeit products, the Ministry is now investigating a further list of 72 products that may also be implicated in this fraudulent scheme. The ongoing investigation includes a variety of nutritional and dietary products marketed for children and special dietary needs. The full list of products under investigation includes:
