The Vietnamese government has initiated significant restructuring of its national broadcasting services with the recent issuance of Decree No. 46/2025/NĐ-CP for the Voice of Vietnam (VOV) and Decree No. 47/2025/NĐ-CP for Vietnam Television (VTV) on February 28, 2025, which take effect from March 1, 2025. This restructuring aims to improve the governance, efficiency, and operational mandates of these pivotal communication entities.
According to the decree, VOV is defined as the national radio broadcaster and multimedia key communication agency. It primarily focuses on disseminated information, propagandizing the policies of the Party and state laws, alongside nurturing the populace's intellectual foundation and enhancing their cultural life through broadcast programming, print media, and online journalism.
VOV’s functions consist of constructing and presenting strategic plans and important projects for governmental approval, compiling national standards, and deciding daily programming content across its various platforms. The organization consists of 21 units including, but not limited to, the Editorial Office, the Personnel and International Cooperation Department, the Financial Planning Department, various thematic radio stations (like VOV1, VOV2), and affiliated broadcasting outlets. These units are tasked with addressing both domestic and international information dissemination requirements efficiently.
VTV serves under the same governmental structure as VOV, endorsing similar functions with special attention to television content. It operates as the national television broadcaster, utilizing 22 newly organized units ranging from administrative offices to various content production centers. VTV emphasizes high-quality broadcasting with the aim of elevational education and information access among citizens.
Decree No. 47/2025 highlights how VTV is also tasked with similar strategic objectives, aiding governmental strategies, and fulfilling its role as the primary multimedia communication body. It encompasses departments focused on cultural, sporting, and ethnic programming, contributing to representing various sectors of society on national television.
