Vietnam Proposes Reforms For Civil Servant Vetting Process

New measures focused on accountability and efficiency aim to reshape the civil service culture.

The government of Vietnam is taking significant steps toward reforming its civil servant vetting process, aiming to build an efficient and accountable workforce. On December 25, 2022, the Ministry of Home Affairs proposed new legislation to regularly vet civil servants based on performance, aiming to filter out ineffective officials and motivate those who demonstrate innovation and responsibility.

This initiative, outlined during discussions at the Quảng Nam Provincial Party Committee meeting, focuses on establishing mechanisms to create a civil service filled with dynamic individuals who are willing to take risks for the common good. "We aim to filter out ineffective officials to maintain efficiency and accountability," stated Lương Nguyễn Minh Triết, Secretary of Quảng Nam Provincial Party Committee. The proposed reforms seek to eliminate redundancies and bolster the state's ability to attract high-quality personnel.

Central to the proposed reform is the principle of regular assessments to encourage civil servants to engage enthusiastically and responsibly with their roles. The Ministry of Home Affairs emphasizes creating incentives to protect innovative officials. "...create mechanisms to encourage and protect innovative and responsible civil servants for the common good," remarked officials from the Ministry, highlighting the importance of transforming the civil service culture.

Further discussions led by Lê Văn Dũng, Chairman of Quảng Nam Provincial People's Committee, stressed the need to streamline government processes, advocating for the reduction of internal offices. "This reform aims for at least 15-20% reduction of internal offices for increased effectiveness," he emphasized, paving the way for more agile governance.

Vietnam's authorities project substantial savings from these changes, estimating cuts of hundreds of billions of dong annually. This saving is expected from the removal of inefficient bureaucratic layers and the elimination of corruption and mismanagement. The Ministry noted the dual benefit from reduced operational costs and improved effectiveness, aiming to directly benefit citizens and businesses.

The comprehensive plan also includes strategies for cultivating talent from educational environments, ensuring the new generation is thoroughly prepared to meet the needs of Vietnam's governance. The intent is clear: to instill accountability and motivation within the civil service, transforming it from the ground up.

These reforms attempt to strike at the heart of long-standing issues within Vietnam’s public administration, addressing not only inefficiency but also fostering ethical behavior among public servants. There’s clarity within the government’s objectives to discourage behaviors such as evasion of responsibilities, and those who skirt their obligations will face scrutiny.
