According to the Ministry, two primary groups will be eligible for this adjustment: youth volunteers who have completed their missions in the resistance war and are currently receiving monthly allowances under Decision No. 40, dated July 27, 2011, issued by the Prime Minister, and those who served at the Southern base during the specified period, receiving allowances under Decree No. 112, dated October 6, 2017.
The new allowance structure will be tied to the standard social assistance level, as defined in Decree No. 76, dated July 1, 2024. This means that the monthly allowance will be set at two times the standard social assistance level, which is a change from the previous practice of specifying a fixed amount. This adjustment aims to streamline the process, ensuring that the allowances for youth volunteers are automatically updated whenever the government revises the standard social assistance level.
As a result of this proposal, each youth volunteer will see an increase of 460,000 VND in their monthly allowance. The Ministry has emphasized that this change is crucial for recognizing the contributions of youth volunteers during a significant period in Vietnam's history.
In a notable provision of the draft decree, it is stated that if any youth volunteer who falls under this regulation passes away after September 1, 2025, but has not had their allowance adjusted, the organizer of their funeral will be entitled to a retroactive payment. This payment will cover the difference in allowance from the adjustment date until the month the youth volunteer passed away.
