Vietnam Prepares National Assembly Party Congress

National Assembly leaders intensify preparations for the 2025 Congress, focusing on strategic planning, personnel selection, and unity to guide Vietnam’s development trajectory

On July 17, 2025, Tran Thanh Man, a member of the Politburo, Secretary of the National Assembly Party Committee, and Chairman of the National Assembly, convened a pivotal conference to assess the preparations for the upcoming 1st Congress of the National Assembly Party Committee. This event marks a significant milestone as Vietnam steps into a new phase of development, with high expectations placed on the Party Committee to steer the country’s legislative and political direction effectively.

The conference was a comprehensive review involving delegates who meticulously examined the readiness across various sub-committees and sectors. Discussions centered on evaluating progress, identifying strengths and weaknesses, understanding root causes of challenges, and clarifying responsibilities. The aim was clear: to propose solutions that would address obstacles related to timelines, personnel quality, documentation, logistics, security, healthcare, communications, and funding. Such thorough scrutiny ensures that every aspect of the Congress preparation aligns with the planned schedule and quality standards.

Tran Thanh Man highlighted that this Congress is not merely a retrospective exercise but a strategic planning session for the term 2025-2030. It will set the vision, strategic goals, and key tasks while selecting and solidifying a leadership team endowed with integrity, capability, and wisdom. He emphasized, “This is not only an occasion to look back and objectively evaluate the achievements, limitations, causes, and lessons learned from the previous term but also to chart the vision, strategic objectives, development directions, and priority tasks for the next term.”

The National Assembly Party Committee’s Standing Committee has already established four sub-committees to handle different facets of the Congress preparation. These sub-committees are actively functioning, supported by the successful organization of congresses at subordinate party committee levels. This hierarchical approach demonstrates the Party’s commitment to thorough and organized preparation.

One of the critical tasks discussed was the preparation of the Congress documents. The Document Sub-committee was instructed to incorporate feedback meticulously, ensuring that both the political report and the review report accurately reflect the term’s realities. These reports must provide an honest and comprehensive evaluation of achievements, strengths, weaknesses, causes, and lessons. Equally important is the forward-looking aspect: proposing practical, feasible, and breakthrough solutions for the upcoming term.

Chairman Tran stressed that the Congress documents should be concise yet profound, fostering unity among delegates. He stated, “The political report is the central report and must adhere to the guiding principles and major orientations outlined in the draft documents of the 14th National Congress of the Party.” The review report must embody a spirit of constructive criticism, clearly identifying the responsibilities of both individuals and collectives within the Party Committee for their leadership performance.

Given the National Assembly’s unique role as the legislative and supervisory body of the country, the documents must reflect this specificity. The focus should be on Party building, political and ideological work, organizational matters, and inspections, tailored to the National Assembly’s distinct functions in decision-making on critical national issues.

Personnel selection was another focal point. The Personnel Sub-committee was tasked with rigorously reviewing candidates to ensure that the selection process adheres strictly to Party regulations. The evaluation must be fair, objective, transparent, and balanced, emphasizing both continuity and innovation. The new Party Committee members should exemplify political courage, intellect, ethical standards, lifestyle, capability, and credibility. “The new term’s Party Committee needs to be exemplary in political courage, intellect, ethics, lifestyle, capacity, and prestige,” Chairman Tran emphasized.

Moreover, fostering internal unity, discipline, and order within the Party was underscored as vital. The Chairman urged all sub-committees, task forces, and assigned individuals to remain closely aligned with the plan, acting proactively, urgently, and responsibly. Coordination and cooperation were deemed essential to overcome any emerging challenges promptly.

Time is of the essence, as the Congress is expected to be held in September or October 2025. Chairman Tran acknowledged the tight schedule and called for continuous monitoring, inspection, and direct guidance by the Standing Committee to swiftly address any difficulties.

Expressing confidence in the collective spirit of the Party, Chairman Tran concluded, “With the unity, determination, and responsibility of all officials and party members, the preparation for the National Assembly Party Committee Congress will proceed on schedule and ensure quality, contributing to the Congress’s success.”

This Congress is poised to be a defining moment for Vietnam’s political landscape, setting the course for the next five years with a leadership team ready to meet the challenges and opportunities ahead. The meticulous preparation and high standards set by the National Assembly Party Committee underscore the Party’s commitment to effective governance and national development.
