Vietnam Launches VNeID App For Online Residence Registration

The new VNeID application simplifies residency registration, enhancing digital governance in Vietnam.

In a significant advancement towards digital governance, Vietnam has officially launched the VNeID application, enabling citizens to register their permanent and temporary residence online without the need to visit local police stations. This initiative, spearheaded by the National Population Data Center under the Ministry of Public Security, aims to simplify administrative procedures and enhance the efficiency of public services.

Launched on July 18, 2022, VNeID, which stands for Vietnam Electronic Identification, is designed to replace traditional paper documents with a comprehensive digital identification platform. The app integrates various personal documents, including citizen identification cards, driver's licenses, and health insurance cards, all accessible from mobile devices. This transition to a digital format is part of Vietnam's broader strategy to modernize its administrative systems and facilitate a smoother experience for its citizens.

The latest version of the application, VNeID version 2.1.17, has introduced a new feature that allows users to register their permanent and temporary residence online. This development is particularly beneficial as it eliminates the need for in-person visits to local authorities, saving time and reducing bureaucratic hurdles for citizens.

According to the Police Department for Administrative Management of Social Order (CSQLHCVTTXH), the process for registering residence through the VNeID app was piloted in Ha Nam province and Ho Chi Minh City before being rolled out nationwide. The department emphasized that this initiative represents a major step in Vietnam's digital transformation journey, simplifying administrative procedures and making it easier for citizens to manage their residency status.

To register for permanent or temporary residence using the VNeID application, users must first ensure they have updated to the latest version of the app. The registration process involves several straightforward steps:


  • Step 1: Log into the VNeID account and select “Administrative procedures.” Then choose to register for either temporary or permanent residence.

  • Step 2: Click on “Create new request” and decide whether to register for oneself or on behalf of someone else.

  • Step 3: Fill in the required information in the designated fields, ensuring to complete all mandatory sections marked with a red dot. After entering the details, click “Check” to proceed.

  • Step 4: Provide details about the intended place of residence. Users must confirm their information and agree to the statement asserting the truthfulness of their declarations.

  • Step 5: Attach relevant documents such as a rental contract or proof of legal residence. Users may also choose how they wish to receive their results, either via email or at the local police station.

  • Step 6: Submit the application and monitor its processing through the app. Notifications will be sent if any additional information is required or when results are available.

Permanent residence refers to the location where a citizen lives stably and has been officially registered as a permanent resident. In contrast, temporary residence applies to situations where a citizen resides outside their permanent address for 30 days or more, with a maximum registration period of two years that can be renewed as needed.

The introduction of VNeID is part of Vietnam's commitment to enhancing public services through technology. By allowing online registration for residency, the government aims to streamline processes that have traditionally required physical presence, thereby making life easier for citizens. In addition to the VNeID app, residents can still utilize the National Public Service Portal for online residency registration.

This digital transformation not only reflects a shift in how government services are delivered but also aligns with global trends towards e-governance.
