On the morning of July 2, 2025, Vietnam’s Central Steering Committee on Science, Technology Development, Innovation, and Digital Transformation unveiled three groundbreaking digital platforms designed to revolutionize the monitoring and implementation of Resolution No. 57-NQ/TW. This resolution focuses on a national breakthrough in science, technology, innovation, and digital transformation, marking a pivotal moment in the country’s modernization efforts.
The launch ceremony, held at the Central Office of the Communist Party and connected to more than 3,000 locations nationwide, was presided over by General Secretary To Lam, who also heads the Steering Committee. Attending were key figures including Prime Minister Pham Minh Chinh, Standing Secretary of the Secretariat Tran Cam Tu, and other senior Politburo members and leaders from various ministries and agencies. The event symbolized a collective commitment to harnessing digital tools for governance and public engagement.
The three newly introduced platforms are: the Electronic Information Portal of the Communist Party of Vietnam, the System for Monitoring and Evaluating the Implementation of Resolution No. 57, and the Information System for Receiving and Processing Feedback, Suggestions, and Innovative Solutions for national science, technology, innovation, and digital transformation.
The Electronic Information Portal of the Communist Party of Vietnam serves as the Party’s official voice in the digital realm. It acts as a vital channel for Party-building activities, shaping social opinion, and connecting Party officials and members with the wider public. The portal is engineered to be a comprehensive information hub, integrating and linking the central Party leadership with 62 component portals spanning ministries, localities, and governmental agencies. This integration creates a unified information ecosystem that ensures the swift, accurate, and transparent dissemination of the Party’s policies, directives, and resolutions.
Modern technologies such as artificial intelligence, big data analytics, and intelligent search systems are deeply embedded within the portal. These innovations make searching for documents, policies, and multimedia content — including videos, images, and graphics — quick and user-friendly. This digital transformation shifts the Party’s communication style from traditional one-way messaging to interactive, two-way engagement, enhancing transparency and efficiency in the era of national digital transformation.
Complementing the portal is the System for Monitoring and Evaluating Resolution No. 57-NQ/TW, a real-time operational platform that tracks the progress of Resolution 57’s implementation from the central government down to local authorities. This system is the first of its kind in Vietnam to provide systematic, nationwide online monitoring and evaluation of such a critical national directive. Its design emphasizes “correct, sufficient, clean, and live” data — meaning the information it handles must be accurate, complete, regularly cleansed, and updated in real time.
The system’s standout feature is its ability to connect and integrate seamlessly with various government reporting systems, national databases, and Party and parliamentary information channels. This integration enables automatic, continuous data collection and minimizes manual input, reducing errors and delays.
To measure progress and impact, the system employs a multi-tiered set of Key Performance Indicators (KPIs). Strategic KPIs gauge the overall effect of the resolution on the development of science, technology, innovation, and digital transformation nationwide. Operational KPIs track the detailed progress of individual tasks and solutions, while Planning KPIs monitor the completion of specific assignments against preset deadlines.
The platform offers a visually intuitive, real-time dashboard for leaders at all levels to monitor progress and promptly identify any lagging tasks. An automated early warning mechanism proactively reminds and urges responsible parties to address delays, preventing prolonged setbacks. Furthermore, the system publicly ranks agencies and units based on their task completion rates, fostering healthy competition and encouraging synchronized progress across ministries and localities.
Looking ahead, this monitoring system is poised to become a national-level data-driven command center, capable of overseeing other major Party programs and resolutions beyond Resolution 57. Its creation reflects a modern, innovative approach to Party leadership and governance — moving away from manual reporting toward online data surveillance, from reactive problem detection to proactive early warnings, and from fragmented oversight to integrated, comprehensive management.
The third platform, the Information System for Receiving and Processing Feedback, Suggestions, and Innovative Solutions (PAKN-GPSK), provides an official, modern, and user-friendly channel for individuals and organizations to report difficulties, propose policy improvements, and contribute innovative ideas that advance Vietnam’s science, technology, innovation, and digital transformation agenda.
Accessible online via pakn.nq57.vn, the Party’s Electronic Information Portal, and other interconnected public service portals, this system integrates with VNeID and VNConnect digital identity verification services. This ensures transparency, security, and confidentiality of personal information. Users can track the entire processing lifecycle of their submissions and receive automatic notifications about progress and outcomes.
Moreover, the platform fosters an interactive online discussion space where central agencies, experts, scientists, and businesses can exchange views, provide feedback, and propose solutions collaboratively. This multi-dimensional dialogue harnesses collective intelligence and bridges practical experience with policymaking.
Harnessing cutting-edge technologies such as artificial intelligence, big data, and natural language processing, the system automatically classifies submissions, detects duplicate content, flags potential issues early, and supports swift and effective handling of feedback and suggestions.
Transparency is further reinforced by a public disclosure mechanism that shares handling results, allowing users to rate their satisfaction and submit further feedback if they disagree with outcomes. Valuable ideas and notable submissions are periodically analyzed and compiled to inform strategic advice for the Steering Committee, the Politburo, and the Secretariat.
The launch of these three digital platforms marks a significant leap forward in Vietnam’s digital governance and Party leadership modernization. By integrating advanced technologies with transparent, interactive systems, the Party aims to enhance its connection with citizens, improve policy implementation oversight, and foster innovation-driven development.
