On March 22, 2025, the National Data Association made a significant stride in Vietnam's digital landscape by officially launching and organizing its first National Congress for the term 2025-2030 in Hanoi.
At this historic gathering, General Secretary To Lam emphasized the importance of data in the digital age, likening it to "blood" that nurtures the economy. He remarked on how data has become an essential resource and production material, underlining the urgent need for effective data management and exploitation strategies.
During his address, Mr. Lam pointed to challenges facing Vietnam, including insufficient awareness of data's role, fragmented data infrastructure, and a shortage of high-quality personnel in data management. He stated that the current legal frameworks are not comprehensive enough to address the many aspects concerning data security and personal privacy protections. The gravity of this situation is highlighted in Resolution No. 57-NQ/TW, dated December 22, 2024, which designates data as the core of digital transformation and a crucial driver for the nation’s development.
Mr. Lam outlined seven key tasks for the National Data Association, tasks designed to elevate the nation's capabilities in data governance and facilitate its digital transition effectively.
The first task emphasizes the need to propose and refine legal frameworks surrounding data management. This includes ensuring that data can be gathered, shared, and utilized maximally while maintaining safety and security. The Ministry of Public Security is also preparing to submit amendments to enhance data protection laws, targeting a goal to present these to the National Assembly in 2025.
Secondly, the National Data Association is tasked with leading efforts in assembling, developing and optimizing national data. This involves concentrating on four main pillars: the workforce, infrastructure, activities, and final products.
Furthermore, Mr. Lam stressed the necessity of evolving and mastering core data technologies such as artificial intelligence (AI), big data, blockchain, and cloud computing. These technologies are pivotal to the strategic development and integration of data analytics capabilities within the nation.
He also spoke about the importance of building a solid data infrastructure that ensures connectivity across various sectors, which will facilitate smoother and more effective data exchanges between government agencies and private enterprises. Modern infrastructure supports the overarching goal of seamless digital transformation.
Following this, addressing Vietnam's demand for high-quality data personnel is also paramount. Partnerships with educational institutions to train specialists in data science and analytics are essential to meet labor market needs and cultivate local expertise.
Besides enhancing technical capabilities, Mr. Lam pointed out that the legal framework must evolve in tandem with the rapid growth of data volumes. The government plans to refine rules concerning data privacy, security, and compliance to align with high international standards. This is especially critical given the increasing amounts of personal data collected in today's digital sphere.
In furtherance of safeguarding data, effective security measures must be developed. The establishment of industry standards for data security and development of verification systems will not only improve data protection but will also build public trust in the security of digital ecosystems.
Lastly, Mr. Lam dedicated emphasis on the role of data in fostering innovation. Encouraging research and investments in new technologies can propel the Vietnamese economy forward. The General Secretary envisions data not merely as auxiliary support but as a foundation that empowers businesses in their strategic decision-making.
The National Data Association is seen as a pivotal player in uniting various stakeholders—government bodies, enterprises, and research organizations—to formulate and implement cohesive data development strategies that ensure Vietnam’s place in a rapidly evolving digital world.
