Vietnam Advances Digital Transformation In Education And Services

New initiatives streamline education registration and digital signatures for citizens

In a significant leap towards modernizing education in Vietnam, the Ministry of Education and Training recently held its first meeting of the Steering Committee for Science and Technology Development, Innovation, Digital Transformation, Administrative Reform, and Project 06. During this meeting, Mr. Pham Quang Hung, the Director of the Department of Science, Technology, and Information, revealed that the online registration process for high school graduation exams, university admission aspirations, payment of admission fees, and enrollment confirmation has been successfully implemented since its inception in 2022.

Each year, approximately 1 million candidates participate in these exams. Notably, from 2023 onwards, around 750,000 final-year students eligible for specific policies are no longer required to request local residency confirmation to benefit from priority policies in graduation considerations and admissions to ethnic minority boarding schools, universities, and preparatory schools for children from ethnic minorities.

This year, under new regulations, free candidates are permitted to register for the exam online, which may lead to an online registration rate approaching 100%. Candidates can register using an account issued on the Ministry of Education and Training's system or via their VNeID account through the National Public Service Portal, enhancing both convenience and security.

Additionally, the Ministry has made strides in implementing digital report cards. A steering committee was established, and phase 1 of the pilot model for digital report cards in elementary schools has been completed. Following this initial phase, the Ministry has identified a centralized database technical model and is now guiding the large-scale implementation of digital report cards for elementary schools. They are also piloting digital report cards for junior high schools, high schools, and continuing education.

Looking ahead, the Ministry of Education and Training plans to focus on several key tasks. These include integrating training content for human resources to support digital transformation in general and Project 06 in particular into a project aimed at developing high-quality human resources for high-tech development. They will also work on completing the connection and data sharing between databases on labor, employment, and vocational education.

Moreover, the Ministry aims to pilot digital diplomas within the education system and promote the reduction and elimination of unnecessary administrative procedures. Minister Nguyen Kim Son emphasized the increasing challenges posed by the growing demands for advancements in science, technology, digital transformation, and administrative reform. He acknowledged that while significant progress has been made, many tasks still require improvement and innovation to meet these demands.

In another exciting development, Viettel Telecom has announced the integration of its MySign digital signature service into the VNeID application. This initiative allows citizens with level 2 identification accounts to easily create digital signatures for various documents, including marriage registrations, birth certificates, passports, vehicle registrations, and temporary residence documents, directly from their mobile phones. Importantly, this service is completely free for public services for the first 12 months.

MySign is a remote digital signature authentication service developed by Viettel Telecom, enabling users to sign documents anytime and anywhere using smart devices like mobile phones, tablets, laptops, and personal computers. The service complies with European eIDAS security standards and KH-CN regulations, ensuring the legality of electronic transactions, similar to traditional paper signing.

By utilizing MySign, users can save time and effort while optimizing costs, allowing for quick and convenient signing of electronic transactions, with all signed documents securely stored. To create a MySign digital signature on the VNeID application, users must log in, select 'Other Services', then 'Digital Signature Certificate', choose Viettel MySign as the provider, accept the terms, and confirm their information.

As of now, Viettel has achieved a remarkable milestone, reaching 1.5 million accounts using MySign digital signatures across various sectors, including public administration, finance, banking, healthcare, and insurance. Remarkably, 60% of these accounts have been developed through self-registration by users for Viettel's MySign service.

Technological innovation is the key factor that helps us develop sustainable solutions, supporting the national digital transformation effort."

These advancements in both the education sector and digital services signify Vietnam's commitment to embracing technology and improving efficiency in public services. As the country continues to navigate the challenges of modernization, these initiatives are poised to enhance the educational landscape and streamline administrative processes, ultimately benefiting millions of citizens.
