Beginning January 1, 2025, vehicle owners across Mexico will need to navigate the registration renewal process, known as refrendo, which carries new costs and offers significant discounts for early compliance. This initiative, spearheaded by various state governments, aims to streamline vehicle registration and make it financially manageable for residents during economically challenging times.
Quintana Roo has announced the cost for vehicle refrendo registration for January 2025, which is set at 728 pesos for cars, trucks, buses, and trailers, with motorcycles priced at 478 pesos. These rates will increase starting February 1 due to adjustments related to the Unidad de Medida y Actualización (UMA), which is the currency value basis for many governmental fees. Vehicle owners are urged to take advantage of January's pricing before increases apply.
To incentivize timely payments, the Government of Quintana Roo is offering substantial tax benefits. A full discount of 100% on vehicle property taxes will apply for those who are current with their previous payments, and those with outstanding debts will receive a 20% discount provided they settle their dues before the March deadline. The advantages of complying with this registration process include access to comprehensive civil liability vehicle insurance throughout the year, updated vehicle documentation, and the avoidance of penalties associated with expired vehicle registration.
Failure to comply with the refrendo process can result in serious consequences: owners risk losing their eligibility for tax subsidies and may also face cancellation of their vehicle insurance and potential fines for operating with invalid registration credentials.
Payments can be processed through various avenues. Residents can visit tax collection offices and vehicle registration modules across the 11 municipalities of Quintana Roo, which operate from 8:00 AM to 3:30 PM. Alternatively, online payment is possible via the official government portal at satq.qroo.gob.mx, with payments also accepted at banks, OXXO stores, or through digital bank transfers.
Meanwhile, the Government of Jalisco has announced enhancements to its online payment system, encouraging residents to utilize the online method to avoid long queues typical at the beginning of the year. They reported, "Ante la buena respuesta de las y los contribuyentes, se han registrado algunos inconvenientes en el sistema para el pago en línea..." stressing the importance of having access to email for confirmation and scheduling of vehicle verification and plate substitution appointments.
Vehicle verification will be available throughout the entire year, with specific scheduling based on vehicle plate numbers, allowing for flexibility and convenience for the owners. For those who may not pass the verification at first, there’s good news—government officials confirm, "Los vehículos que no pasen la verificación tendrán una segunda oportunidad de hacerlo sin costo," meaning they can attempt verification again without extra charges.
On the other hand, residents of the State of Mexico will benefit from the recently implemented Vehicle Property Tax Subsidy Program, which aims to reduce the economic burden for over two million vehicle owners. To qualify for the benefits, participants must be physical residents and leisure vehicle owners with valid plates, all current on their previous year’s vehicle taxes and must pay the 2025 refrendo fee of 917 pesos for cars and 677 pesos for motorcycles.
For vehicle owners, the decision to renew registration on time is more than just adherence to the law. It ensures eligibility for programmed discounts as well as avoiding fines or complications later.
