USS Toledo Returns To Fleet After Engineered Overhaul

The submarine's successful modernization enhances its operational capabilities for future missions.

USS Toledo (SSN 769) has officially returned to the fleet on April 19, 2025, following a successful Engineered Overhaul at the Norfolk Naval Shipyard (NNSY). This extensive overhaul involved crucial maintenance that required drydocking for refurbishment and modernization, aimed at extending the submarine's operational life.

Captain Jip Mosman, the Shipyard Commander at NNSY, expressed gratitude for the collaborative efforts of the project team, crew, and contracting partners. "An Engineered Overhaul is a marathon, and I appreciate all the significant efforts from the project team, crew, and contracting partners to keep pushing us to the finish line," he stated. His acknowledgment reflects the dedication and hard work that went into the project.

To lay the groundwork for success, the project team engaged in Strategic Planning Sessions aimed at improving equipment and services. They also conducted ongoing meetings with the crew and completed preparatory work at Toledo’s homeport in Groton, Connecticut, prior to the submarine’s arrival at NNSY. This advance work was vital in positioning the team for a smooth and efficient overhaul.

While the hosting dry dock underwent significant structural upgrades as part of the Navy’s Shipyard Infrastructure Optimization Program, the team performed a substantial amount of pier-side work. This dual approach allowed for continued progress during the overhaul and contributed to the modernization of one of the nation’s four public shipyards.

In a bid to streamline operations, the project team established an Operations Control Center near the vessel. This center served as a dedicated hub for managing work stoppages, ensuring that mechanics, supervisors, and zone managers could efficiently resolve any issues that arose during the overhaul.

A cross-functional team of 50 employees from various shipyard production shops rallied together to complete critical unplanned work on the submarine’s steering hydraulic cylinder ahead of its undocking. This teamwork was essential in ensuring that the submarine was ready for its next phase.

After undocking in May 2024, the focus shifted to restoring the crew onboard. The team worked diligently to complete essential tasks such as mast and periscope installation, as well as conducting engine room testing. Captain Mosman emphasized the pride felt by the Toledo team and all associated personnel, stating, "The Toledo team and all the codes, shops, and personnel in America’s Shipyard who supported the efforts on the boat should be very proud. USS Toledo now returns to the Fleet ready to meet her mission!"

NNSY’s work aligns closely with the NAVSEA’s Strategic Framework, which aims to ensure the readiness and sustainment of the U.S. Navy’s warships and platforms. The shipyard’s commitment to the on-time completion of maintenance and modernization directly supports operational availability and fleet tasking.

As USS Toledo rejoins the fleet, it stands as a testament to the hard work and strategic planning that went into its overhaul. The dedication of the men and women at NNSY not only helps maintain the operational capabilities of the Navy but also ensures that the submarines are equipped to meet future challenges.

The successful completion of the Engineered Overhaul of USS Toledo underscores the importance of teamwork and strategic planning in military operations. It showcases how effective coordination and preparation can lead to successful outcomes, even in complex projects that involve multiple stakeholders and technical challenges.
