USS Savannah Makes Historic Port Visit To Cambodia

The U.S. Navy ship arrives after eight years, signaling improved ties with Beijing's ally.

For the first time in eight years, the USS Savannah, a U.S. Navy Littoral Combat Ship, made its port call on December 16, 2023, at Sihanoukville Autonomous Port, Cambodia, signaling significant progress in U.S.-Cambodia relations. Docking at Sihanoukville, the Savannah’s arrival marks the first American military visit to this Southeast Asian nation, closely allied with China.

The ship, carrying a crew of 103, is part of efforts to reinforce military cooperation between the U.S. and Cambodia amid rising concerns over China’s influence, particularly related to the Ream Naval Base located nearby. Commanding Officer Daniel A. Sledz expressed satisfaction upon arrival, stating, "It’s great to be back, returning U.S. presence to here after eight years." His remarks were made during brief comments to the press after being warmly welcomed by Cambodian officers.

The U.S. has had complex interactions with Cambodia, historically criticizing the nation for political repression and human rights violations. Yet, recent diplomatic developments suggest potential thawing relations. Cambodia’s government has indicated this port call reflects not just the restoration of presence but also efforts to strengthen bilateral ties. The Ministry of National Defense emphasized, "The visit aims to strengthen and expand friendship and promote bilateral cooperation between Cambodia and the United States." This sentiment is echoed by Lieutenant General Maly Socheata, who stated, "The arrival of the U.S. Navy warship after an absence of eight years clearly demonstrates the positive development of military cooperation."

The USS Savannah’s five-day stay includes not only discussions with Cambodian officials but also planned cultural events and “friendship sports competitions” between American and Cambodian naval crews. Such engagements are indicative of the deepening ties and mutual interests shared by the two nations.

Admiral Samuel Paparo, Commander of the U.S. Indo-Pacific Command, is also part of this visit, with dialogues aimed at boosting military collaboration and addressing shared security concerns. The discussions come off the backdrop of U.S. Secretary of Defense Lloyd Austin’s earlier visit to Cambodia where he met with new Prime Minister Hun Manet and other senior officials, focusing on mutual interests such as defense, trade, and investment.

While there is optimism surrounding this visit, Washington remains cautious of Cambodia's close ties with Beijing, especially at the Ream Naval Base where Chinese naval vessels have been docked. The U.S. has expressed concerns over the possibility of China establishing a permanent military presence, which could drastically alter maritime dynamics in the region. Reports have indicated agreements permitting Chinese access to the base, though Cambodian officials deny any intention to grant such privileges.

Political analyst Seun Sam underscored the significance of the Savannah’s stopping as it demonstrates Cambodia's independent defense policies and the importance of the Ream Naval Base as part of its military strategy. Despite the Cambodian government’s reassurances about maintaining sovereignty over military agreements, the presence of Chinese military assets nearby has raised eyebrows among U.S. defense circles.

The port call had been planned following formal requests from U.S. officials, leading to discussions on military cooperation and exploring future opportunities. This interaction is considered pivotal, as it not only highlights the military-to-military exchanges but also underlines broader international relations involving the U.S. presence in Southeast Asia against the backdrop of rising Chinese influence.

U.S.-Cambodian relations have historically faced strains, with incidents like the cancelation of military exercises and recent suspensions of joint drills contributing to tensions. Yet, potentially invigorated ties may signal the beginning of sustained collaboration, aimed at ensuring regional peace and stability.

Following the ship’s arrival, Cambodian officials will hold meetings with the USS Savannah’s crew, aimed at exchanging views on defense strategies and enhancing mutual trust. Captain Mean Savoeun, deputy commander of Ream Naval Base, voiced optimism for the relationship moving forward, stating he is "happy to see the good relationship between Cambodia and the U.S., especially their navies."

With the upcoming 75th anniversary of U.S.-Cambodian diplomatic relations set for 2025, both nations view this visit as opportune. It embodies hopes for solidifying defense cooperation and improving dialogues on various mutual interests.

While the USS Savannah’s presence offers room to forge new strategies against shared challenges, it also highlights the delicate balance both nations must navigate amid the growing presence and activities of China, which, according to Western analysts, is setting benchmarks for overseas military footholds.

Significantly, the proceedings will take on added layers of complexity as Cambodia contemplates its defense posture and cooperation strategies. The aftermath of the Savannah’s visit will be monitored closely by regional players, particularly as they assess the broader geopolitical ramifications of U.S. military actions and commitments within Southeast Asia.
