U.S. Upholds Arms Transfers To Israel Amid Gaza Aid Progress

Despite humanitarian challenges, Biden administration acknowledges limited advancements rather than restricting military support.

Washington has been walking a tightrope when it involves its diplomatic sparring with Israel and its humanitarian responsibilities concerning Gaza. The Biden administration recently affirmed its commitment to maintaining arms transfers to Israel, citing tangible but modest progress made by the Israeli government in allowing humanitarian relief to flow more freely to Gaza. This announcement came against the backdrop of severe humanitarian challenges facing the region, which has been complicated by conflict and blockades.

State Department spokesperson Vedant Patel made it clear during Tuesday's briefing, stating, "We are not giving Israel a pass." He acknowledged the necessity for the humanitarian situation to improve significantly. There is evidently an urgency to see this progress mirrored by increased access to food, medical supplies, and other emergency aid for the inhabitants of Gaza.

The pressure on Israel to “surge” aid to Gaza stems from the Biden administration's demands set forth last month, which included stricter adherence to international humanitarian laws. These guidelines were established to prevent military assistance from enabling human rights abuses, including the obstruction of aid delivery. The U.S. administration specified a deadline for aid delivery, which is now rapidly approaching.

Unfortunately, ground reports suggest the effects of this increased aid flow have still not completely reached those who need it the most. Multiple organizations have reported restrictions imposed by Israeli troops on the ground, which have drastically limited the UN’s distribution capabilities. Hungry populations particularly lack access to sufficient food and water, leading to alarming predictions from hunger experts indicating the northern regions of Gaza might soon face famine conditions.

Many international aid agencies have voiced concerns about Israel’s compliance with the U.S. demands. A report from eight significant humanitarian organizations states unequivocally, “Israel not only failed to meet U.S. criteria but also took actions which worsened the situation significantly.” The report highlighted numerous compliance measures, with Israel reportedly falling short on 15 out of 19 cited requirements.

While the Israeli government has announced some minor modifications, including the establishment of new crossings to facilitate the entry of aid and enhancing the electricity supply to desalination plants, it remains unclear how effective these measures will be. The reality on the ground continues to resemble scenes of despair—hundreds of truckloads of supplies lie idle at the Gaza border awaiting distribution.

Secretary of State Antony Blinken's recent conversation with Israeli Prime Minister Benjamin Netanyahu's security adviser focused on ensuring these changes lead to visible improvements. Blinken's discussions point toward the significance of not just allowing aid but ensuring those supplies effectively reach communities bearing the brunt of the humanitarian catastrophe.

This delicate balance of aid distribution and military support places the Biden administration at a crossroads, especially with the looming 2024 election and the potential return of Trump, who maintained staunch support for Israel during his presidency. Experts suggest the U.S. could find its leverage significantly reduced if Trump does regain the presidency, complicate the dynamics of accountability within Israeli policies.

With both domestic and international pressures mounted against Israel's handling of Gaza, the U.S. continues to tread carefully with its policy decisions. The Biden administration finds itself balancing its status as Israel’s closest ally with the necessity of responding to the dire humanitarian demands echoing from Gaza.

Fortunately, some progress has begun. After prolonged discussions and international scrutiny, humanitarian aid deliveries have reportedly increased via several crossings, albeit the full effectiveness of these measures remains to be seen. U.S. officials expressed cautious optimism but urge additional steps to truly alleviate the suffering faced by Gazans.

The administration is obliged to keep its discussions on aid and military support transparent, as domestic and international critics closely monitor U.S. relations with Israel. There’s a palpable tension between supporting Israel’s right to defend itself and meeting the humanitarian needs of civilians caught within the fray of conflict.

How the U.S. responds as conditions evolve will likely shape not just U.S.-Israeli relations but also the humanitarian conditions for the population within Gaza. The Biden administration’s subsequent actions during this time could define the enduring influence and role of the U.S. within this volatile geopolitical region.

Now, as deadlines loom and the humanitarian plight intensifies, observers continue to look for signs indicating whether the U.S. can navigate this challenging diplomatic terrain effectively.
