U.S. State Department Shuts Down Disinformation Agency

Closure of the Global Engagement Center raises concerns about countering foreign propaganda.

The US State Department confirmed on December 24, 2023, the shutdown of the Global Engagement Center (GEC), marking the end of its operations focused on combating foreign disinformation. This closure results from Congress's decision not to extend the agency’s funding during recent budget negotiations, underscoring a significant shift in the United States' approach to handling misinformation, particularly from adversaries like Russia and China.

Established in 2016 as a response to rising threats from foreign propaganda, the GEC had an annual budget of $61 million and employed about 120 staff members. It was the only federal office dedicated solely to tracking and countering disinformation campaigns. Its head, James Rubin, highlighted the importance of its mission before the closure, especially concerning foreign interference campaigns and the war in Ukraine.

With the GEC’s dissolution, the State Department has left itself without specialized resources to combat disinformation, significantly altering the US strategy to maintain its national interest and global freedom of expression. Rubin and other officials had previously underscored the agency's necessity during heightened disinformation activities, such as deploying, last June, the Ukraine Communications Group, which was set up to combat Russian propaganda related to the war.

The closure is occurring against the backdrop of complaints from various quarters, including Republican lawmakers who have accused the GEC of overstepping its mandate by allegedly censoring voices at home. Elon Musk, who served as co-chair of the government efficiency commission under Donald Trump, was particularly vocal, calling the GEC "the worst agent of government censorship" and labeling it as "a threat to democracy." His condemnation reflects broader concerns about the federal government’s approach to managing information and media.

This increasing scrutiny, alongside the removal of the GEC’s funding provision from the bipartisan federal spending bill passed last week, led to the center's abrupt end. Critics argue it signal's the US government's retreat from proactively confronting influence operations by rival nations, particularly as misinformation campaigns grow more sophisticated and widespread.

Despite the shutdown, the State Department has indicated it is engaged in discussions with Congress over potential next steps for addressing foreign disinformation. Still, the future of specific staff members and their projects remains unclear, causing anxiety among experts who viewed the GEC's work as pivotal.

The agency's closure is significant as it leaves a void within the US strategy against disinformation at a time when such tactics are becoming more prevalent globally. The GEC had published alarming findings, particularly concerning China’s substantial investments aimed at spreading propaganda and diminishing freedom of expression. By highlighting these issues, the GEC played a key role in informing US policy and public discourse about the threats posed by foreign adversaries.

While the GEC had been criticized for its extensive activities, the timing of its closure raises questions about how the US will now address the complex issue of disinformation. Officials have warned of the potential ramifications for US sovereignty and its leadership on global issues like freedom of speech.

With the GEC now closed, the US government faces the challenge of reinventing its approach to dealing with disinformation. Former initiatives, such as the launch of the Ukraine Communications Group, might now struggle without the resources and focus the GEC provided. The agency’s official account on various platforms, including the X network (formerly Twitter), has already gone inactive, reflecting the abrupt end of its operations.

Going forward, it’s unclear where US efforts to combat disinformation will be housed, and experts express concern about the security and integrity of information within increasingly hostile global narratives. The winds of change are blowing, and whether the US can effectively navigate this new terrain without the GEC remains to be seen. The ramifications of this closure will undoubtedly be felt across the spectrum of foreign policy and defense, raising alarm among those tasked with safeguarding American interests worldwide.
