U.S. Launches Investigation Into Chinese Semiconductor Practices

The Biden Administration has initiated a last-minute investigation aimed at Chinese-made semiconductors, stirring tensions with Beijing. Announced just weeks before the incoming Trump regime, the U.S. Trade Representative's office made it clear this probe aims to address concerns over anti-competitive practices by China’s semiconductor sector. The investigation is conducted under Section 301 of the Trade Act of 1974, highlighting the Biden administration's focus on addressing what they view as unfair competition and market manipulation from China.

The trade war between Washington and Beijing has intensified dramatically throughout 2024. President-elect Donald Trump has already vowed to significantly raise tariffs on imports from China. These tensions prompted the Biden administration to levy tariffs of up to 100% on various Chinese products, including electric vehicles and semiconductors, indicating their commitment to protecting American jobs and businesses.

According to the U.S. Trade Representative, this new investigation will primarily focus on legacy semiconductors, which are integral to numerous consumer products such as automobiles, medical systems, and defense technologies. Ambassador Katherine Tai stated, "Evidence indicates China seeks to dominate domestic and global markets in the semiconductor industry and undertakes extensive anti-competitive and non-market means to achieve indigenization and self-sufficiency." The U.S. intends not only to protect its own semiconductor markets but also to challenge China’s strategy of dominating this pivotal industry.

Compounding the situation, U.S. tariffs have already hindered Chinese access to key technologies required for high-end chip production. This has raised alarms for manufacturers who rely on both American and Chinese components, posing significant risks to global supply chains.

China has not stood idly by; it responded to earlier U.S. limitations on tech exports with its own list of restrictions, banning the export of certain high-tech materials claimed to have military applications.
