A Unified Allowance Is Introduced To Support Families In Russia
New measures aim to streamline benefits for low-income families across the Krasnodar and Rostov regions.
In a significant move to bolster state support for families in Russia, the government has introduced a unified allowance aimed at households whose average per capita income falls below the subsistence minimum for their region. This initiative is especially beneficial for pregnant women registered with medical institutions before the twelfth week of pregnancy, as well as parents or legal guardians of children under the age of 17.
As of April 18, 2025, approximately 480,000 children and 8,000 pregnant women in the Krasnodar region are currently receiving this allowance. Families can apply for the unified allowance through the public services portal or by contacting local client services or the Multifunctional Center (MFC).
The Department of the Social Fund of Russia for Krasnodar Territory has emphasized the importance of understanding several key nuances before applying for benefits. They encourage families to ensure they meet the eligibility criteria and prepare the necessary documentation.

Further developments in the benefits system were announced for families in the Rostov region, where, starting in January 2025, the Department of the Social Fund proactively assigns the unified allowance to families who already receive benefits for older children when they have a newborn. This proactive approach has allowed thousands of families in the Rostov region to receive payments without needing to file an application.
The allowance for newborns is equivalent to that received for older children, and the duration of this payment will align with the period for which benefits for other children have already been assigned. This synchronization of payment periods allows families to manage their financial support more effectively.
Additionally, families can apply for a renewal of social support measures for all their children during the last month of the payment period for one of their children. This change is aimed at easing the administrative burden on families and ensuring that they receive the support they need without unnecessary delays.
However, changes have also been made to the assessment of family needs. Since January 1, 2025, to qualify for the monthly allowance associated with the birth and upbringing of a child, each able-bodied family member must have a minimum income of at least four times the minimum wage for the 12-month settlement period. In 2025, the all-Russian minimum wage is set at 22,440 rubles.
Families whose average income is less than the subsistence minimum per person in their region are eligible for the unified allowance. In the Rostov region, the subsistence minimum for 2025 is determined to be 16,669 rubles.
The government has also indicated that the requirements regarding minimum income will be relaxed for those able-bodied family members who could not work for valid reasons during the settlement period, such as pregnancy or caregiving for a child or an elderly person.
Furthermore, recent changes have excluded state payments made to military personnel and their families from being counted during the comprehensive assessment of needs when assigning the unified allowance. This includes funds allocated from the federal budget for the repair of homes belonging to deceased military personnel.
