Ukrainians Abroad Get Unemployment Benefits Updates

New procedures aim to assist jobless citizens and servicemen with benefits and recognition

As many Ukrainians find themselves working abroad due to the ongoing conflict, there are essential updates regarding unemployment benefits and military service statuses that could significantly impact their lives. On March 27, 2025, the Ukrainian government announced new procedures aimed at assisting individuals who have lost their jobs while abroad and those seeking recognition for their military service.

For Ukrainians currently outside the country who have lost their jobs, confirming their insurance record is crucial for receiving unemployment benefits. To facilitate this process, individuals must obtain a special certificate from the State Employment Center of Ukraine. Requests for this certificate can be sent via email, making it more accessible for those who may not be able to return to Ukraine immediately. Detailed instructions on the necessary documents and how to properly format the request have been provided by the Department of Communications of the Cabinet of Ministers of Ukraine.

Moreover, for servicemen, the process of obtaining status as a participant in hostilities (UBD) has also seen significant changes. A recent article highlighted that the basis for granting UBD status is now a certificate according to the appendix to the Procedure for granting and depriving the status of a participant in hostilities. This certificate can be submitted without the serviceman's involvement, even if they are missing in action. Irina Khrin, a lawyer at MORIS, explained that this adjustment aims to streamline the process for families of servicemen who may be unable to provide the necessary documentation themselves.

In a noteworthy development, Ukraine has introduced an automatic provision of UBD status for servicemen who participate in defense activities during martial law. This means that servicemen will receive this status automatically without needing to apply personally, which significantly eases the burden on those involved in ongoing military operations. The status will be granted based on information confirming their participation in combat or service tasks, regardless of how long they have been engaged in such activities.

According to the Law of Ukraine on the status of war veterans, the list of individuals eligible for UBD status includes members of the Armed Forces of Ukraine, the National Guard, and various security agencies who have actively participated in defending the country's sovereignty and territorial integrity. This legal framework ensures that those who have put their lives on the line for Ukraine receive the recognition and benefits they deserve.

In addition to these updates regarding unemployment benefits and military service status, there are also changes in the requirements for salary documentation that employers must provide to their employees. Effective immediately, accountants are now required to issue expanded salary certificates instead of standard payslips. This change is mandated by labor legislation and aims to provide employees with a clearer understanding of their earnings and deductions.

The new salary certificates must include detailed breakdowns of accruals by day or hour, all allowances and bonuses along with their grounds, and personal income tax deductions. This shift towards more transparent documentation will help employees better understand their financial situations, especially during these challenging times.

For example, if an employee requests a salary calculation for March, the certificate must detail the salary amount, the number of days worked, and the relevant calculations. Should there be any additional payments, these must also be itemized accordingly. This requirement not only enhances transparency but also aligns with the broader push for better labor practices in Ukraine.

In the realm of advertising, the Russ group has launched a new service that allows users to self-upload air certificates through their Russ Online personal accounts. This functionality expands upon existing tools for monitoring and analyzing advertising campaigns, providing users with up-to-date information on placement statuses and access to photo reports. Vyacheslav Kan, the Director of Digital Products at Russ, emphasized that this new service represents a comprehensive set of tools that enables advertisers to receive detailed information and reports on their campaigns across both digital and static formats.

Earlier in March, the Russ group also introduced digital screens in the new terminal of Novokuznetsk airport, featuring both small-format advertising surfaces and large-format video walls. This initiative aims to enhance the advertising experience for businesses looking to reach travelers in high-traffic areas.
