Ukrainian intelligence has shed light on just how far this technology has come. Their analysis of the V2U autonomous attack drone, deployed by Russia on the front lines, revealed a chilling new capability: the drone uses a Chinese Leetop A203 minicomputer and an NVIDIA Jetson Orin processor to select targets without any human intervention. But Russia’s drone war is not a purely homegrown affair. Of the 55 sanctioned entities, 10 are Chinese companies accused of supplying critical components that make these AI-powered drones possible. Proponents argue that such systems enable surgical strikes and save lives; critics warn that the “algorithmic fog” of war could lead to tragic errors and accountability gaps.

Ukraine itself has become a vivid theater of what some analysts call “algorithmic war.” Facing a numerically superior Russian military, Ukraine has relied on AI-powered platforms to analyze satellite images and battlefield video, coordinating artillery strikes within minutes. Drone swarms guided by machine vision and automated flight paths have become central to Ukraine’s resistance, allowing outnumbered defenders to maximize the impact of scarce ammunition and strike with previously unimaginable speed and precision.

The U.S. is experimenting with swarms of autonomous drones, while Russia continues to deploy AI-guided loitering munitions on the battlefield.

The 2020 war between Azerbaijan and Armenia over Nagorno-Karabakh foreshadowed the current era. Azerbaijan’s use of Turkish and Israeli drones—many with AI-assisted guidance—overwhelmed Armenian defenses, demonstrating that even small states can achieve outsized battlefield advantages with the right technology. Since then, strategists worldwide have studied how algorithms and automation can offset traditional disadvantages in manpower and firepower.

Yet, as the pace of technological change accelerates, so do the ethical and legal dilemmas. International humanitarian law, built on the assumption of human accountability, is struggling to keep up.
