UK Leaders Set Three Conditions For Ukraine Peace At London Summit

UK Prime Minister Keir Starmer welcomed leaders from allied nations to London on March 2, 2025, for a pivotal summit aimed at establishing the groundwork for achieving sustainable peace in Ukraine amid its protracted conflict with Russia.

During the conference, Starmer articulated three conditions he believes are necessary for Ukraine to attain what he termed "viable peace." The first condition necessitates Ukraine being positioned strongly enough to negotiate. The second calls for European components related to security guarantees, and the third emphasizes American backing. He stated, "These three elements must be present. I always used to be clear we would need US coverage because I don’t believe there will be guarantees without it,” he remarked during his address to attendees.

Starmer's comments follow recent tensions between Ukrainian President Volodymyr Zelensky and US President Donald Trump, which sparked discussions on the importance of maintaining Western unity. Other European leaders echoed similar sentiments, with French President Emmanuel Macron and Italian Prime Minister Giorgia Meloni reaffirming the necessity of cooperation between nations. Meloni highlighted, "We have to avoid the danger of the West splitting,” emphasizing the collaborative path forward is integral for maintaining unity and strength against potential aggression.

Weakness breeds more wars,” she asserted, underscoring the necessity of rearming Europe and enhancing defense budgets across member states. She affirmed her commitment to presenting new proposals for defense spending at the upcoming emergency EU summit.

The rallying cry from Starmer and von der Leyen aligns with NATO’s call for increased defense budgets across European nations, as reiterated by NATO Secretary-General Mark Rutte. He indicated, "More European countries will increase their defense spending,” highlighting the optimistic outlook on collaborative defense initiatives.

The urgency of strengthening Europe’s military capabilities was particularly emphasized against the backdrop of recent tensions surrounding the relation of the US with Ukraine. Polish Prime Minister Donald Tusk firmly stated, "There is no intention of the West to yield to [Vladimir] Putin's coercion and aggression," reinforcing the commitment of allied nations to stand united.

The leaders summarized their discussions with Starmer announcing at the conference's conclusion, "The purpose of the meeting was to unite partners around this effort to strengthen Ukraine and support just and lasting peace for the good of all.”
