The UK economy is currently being shaped by the weighty decisions of its new leadership, as Prime Minister Keir Starmer prepares for his first budget, sending ripples of both hope and concern across the nation. Starmer, having taken office just this July, is acutely aware of the ‘dire inheritance’ from the prior Conservative government and is grappling with the pressing issues at hand. Most pressing of all is the well-documented £22 billion shortfall haunting the public finances, which Starmer explicitly refers to as the necessity to create stability for achieving economic growth.

During his recent visit to Italy, Starmer spoke candidly to reporters about his government's plans. “If it promotes economic growth, it’s in the Yes column; if it inhibits economic growth, then it’s in the No column,” he stated clearly, illustrating his approach to policy-making. His emphasis on stability as the bedrock of economic growth aligns with Labour's stated fiscal rules, which dictate covering day-to-day costs with revenues and ensuring debt decreases relative to the economy over five years.

This principled approach to governance is not without its challenges, though. Starmer expressed concerns about unfunded spending commitments, equipping himself with the knowledge of past governmental faux pas. “Unfunded commitments for spending are just as bad as unfunded tax cuts,” he warned, highlighting the precarious balance between investing for growth and maintaining fiscal prudence.

Meanwhile, as the government’s financial strategies evolve, the health of the workforce remains integral to the conversation surrounding economic recovery. A report from the Institute for Public Policy Research (IPPR) makes clear just how intertwined the UK’s health outcomes are with its economic vitality. The thinktank suggests the government needs to pump £15 billion annually to tackle the deep-rooted ill health crisis affecting the labour supply and overall productivity.

Dame Sally Davies, who co-chaired the IPPR's commission on health and prosperity, noted, “Better health is Britain’s greatest, untapped resource for happiness, economic growth and national prosperity.” With around 900,000 workers having exited the labour market since the pandemic, the ramifications on tax revenues could spell trouble, with the Treasury expected to lose about £5 billion this year due to diminished workforce participation.

This dire assessment underlines just how pivotal health policies are to sustainable economic strategies. The IPPR highlighted several alarming statistics—among G7 nations, the UK ranks sixth for life expectancy and fifth for children living in relative poverty, with obesity rates significantly higher than those of its peers. The thinktank is propositioning substantial changes, including the introduction of health zones with new investment powers focused on local infrastructure aimed at improving health outcomes.

The proposed reforms echo broader sentiments across British society about the need for proactive health systems. The plan includes creating neighbourhood health centres, aimed at becoming one-stop shops for various health-related services, from diagnostics to public health. By aiming to add ten years to healthy life expectancy by 2055, there’s hope for addressing the systemic failures currently stifling the nation’s potential.

The pieces of the puzzle are starting to align, but the road to economic rejuvenation is fraught with intricacies and heavy responsibilities. Starmer’s Labour government is charged not only with fiscal management but also with the health and happiness of its citizens, marrying economic policy with public welfare. With the first budget fast approaching on October 30, the stakes couldn’t be higher—or more consequential.
