Roberto Monterola, who oversees disaster mitigation efforts on Catanduanes, described the harrowing scene: “The rain was minimal, but the wind was very strong and had this eerie howling sound.”

This typhoon is part of the Philippines' regular struggle with extreme weather, where around 20 typhoons visit annually, driven by the archipelago's geographical location. Yet, this month's series of storms has been particularly relentless, with reports stating over 160 fatalities and millions affected by the harsh weather conditions just weeks prior to Man-yi's arrival. Previous storms had stripped many homes of their roofs and destroyed agricultural fields, leading to concerns over food supplies, prompting discussions of potential rice imports to meet the country's needs.

Flights were grounded and suspended at 26 domestic airports, including two international airports, complicatively stranding thousands of travelers and locals, as severe seas hindered ferry and cargo movements. The widespread operational stop prompted significant confusion at the capital's airport, leaving families anxious and unmoored.

International support has started to filter through, with countries like the United States along with allies from Southeast Asia contributing relief efforts to aid overwhelmed local disaster-response agencies. It’s not just the immediate impacts of the typhoon but the colliding storms earlier this month leaving deep scars on the community’s fabric. The response from the global community highlights the solidarity as they try to support the recovery of the battered regions.
