Agreement reached to suspend energy attacks for 30 days as peace process begins.

Following nearly two hours of discussions, both leaders concluded without reaching an overarching agreement on a general ceasefire but did manage to agree on suspending attacks on energy infrastructure for 30 days, which both sides suggested could seed broader peace negotiations.

The call came after days of anticipation, with both the Kremlin and the White House eager to define terms for reducing hostilities. Prior to the conversation, Kremlin spokesperson Dimitri Peskow outlined the agenda, stating, "The leaders will discuss the normalization of Russian-American relations and search for peaceful solutions to the war initiated by Russia back in 2022." While optimism was faint, the engagement signaled at least some willingness to communicate.

Trump and Putin focused primarily on establishing immediate pauses aimed at safeguarding Ukraine's energy facilities. This brief ceasefire was portrayed by the US government as the first step toward what they hope will be more comprehensive and lasting peace efforts. Reports indicate this suspension of hostilities is meant to initiate preparatory talks for broader ceasefires, particularly concerning maritime operations located within the Black Sea.

Despite these seeming advances, the conversation was underscored by stark disagreement. Putin stipulated significant conditions: the end of all military support from the U.S. and its allies to Ukraine is necessary for any military actions to cease. The Kremlin emphasized the importance of considering Russia's “legitimate security interests” before proceeding with any negotiations. After the call, Kremlin officials confirmed their continued insistence on halting military aid and concluded the exchange by reiteratively urging Trump to push for Ukraine’s abandonment of its NATO aspirations and the cessation of forced mobilization efforts within its borders, which Ukraine has firmly rejected.

Trump, conversely, has maintained his narrative of potential peace, previously asserting he could end hostilities within 24 hours and emphasizing the importance of discussing territorial arrangements. He expressed through Truth Social how many aspects of resolving the situation had already been discussed and seemed particularly interested in determining the fate of regions along with energy facilities, potentially referencing the contentious Zaporizhzhia Nuclear Power Plant.

Both governments also confirmed plans for substantial exchanges of prisoners. They announced scheduled exchanges of 175 captives on March 19, termed by Russia as "gestures of goodwill.” Further discussions will follow about facilitating safe maritime operations to protect trade routes hindered by the prolonged conflicts.

While both sides confirmed they would continue to engage, there exists considerable skepticism on whether such advancements toward peace can be achieved. Critics noted the inherent difficulties of negotiating with Putin, who remains adamant about Ukraine’s territorial acquiescence.

Responses to the call varied. Marie-Agnes Strack-Zimmermann, a German parliamentarian, expressed her fears of European security, warning, "It is truly unsettling what is taking shape here," as the balance of power appears precariously poised between two leaders historically aligned against much of Western diplomacy. Following their first call since his re-inauguration, Trump insisted on the dire need for clear and stronger security guarantees for Ukraine, especially as tensions continue to fracture the region.

The enigma surrounding the discussions illustrated both leaders’ resolve to pursue terms favorable to their national positions. Many remain cautiously optimistic, hoping this discourse could signal the beginning of more substantial peace endeavors.
