Tragedy Strikes Vancouver Festival As Vehicle Rams Crowd

A vehicle plowed through a crowd at a Filipino heritage festival, killing 11 and injuring dozens more.

VANCOUVER — A tragic incident unfolded at the annual Lapu Lapu Day festival in Vancouver on April 26, 2025, when a vehicle plowed through a crowd, resulting in the deaths of 11 people, including a young girl and a beloved teacher. The event, which celebrates Filipino heritage, turned into a scene of chaos and heartbreak as families gathered to enjoy music, food, and community spirit.

The Le family was among those whose lives were tragically cut short. Richard Le, 47, his wife Linh Hoang, 30, and their five-year-old daughter, Katie Le, were attending the festival when the horrific incident occurred. Richard's brother, Toan Le, shared that their 16-year-old son, Andy, had opted to stay home to finish his homework, leaving him to grapple with the sudden loss of his family. "I remember when I was a kid, I was bullied, and he stepped in, and he ended up getting beat up," Toan recalled, reflecting on Richard's protective nature.

Katie was described as a vibrant and joyful child, nearing graduation from kindergarten. Toan Le expressed the family's devastation, stating, "She had a very lovable personality, and she really loved just being around people." The loss of such a young life has left a profound impact on the community.

Among the other victims was Kira Salim, a teacher and counselor at Fraser River Middle School and New Westminster Secondary School. The school district released a statement praising Salim's wisdom and care for students, noting that her contributions had changed lives. She was also remembered for her vibrant performances as a drag king, showcasing her dynamic personality and commitment to the community.

The tragic event unfolded shortly after a performance by Filipino-American artist Apl.de.ap from the Black Eyed Peas. Witnesses described the moments leading up to the incident as festive and filled with excitement. However, chaos erupted when a black Audi SUV sped down a closed street lined with food trucks and struck attendees.

Kris Pangilinan, who had a pop-up clothing booth at the festival, witnessed the horrifying scene. He recounted, "He slammed on the gas, barrelled through the crowd. It looked like a bowling ball hitting bowling pins, and all the pins are flying into the air." His description captures the sheer panic and devastation that ensued.

As of April 29, 2025, thirty-two people were reported injured, with 17 still hospitalized, some in critical condition. The victims ranged in age from five to sixty-five, highlighting the indiscriminate nature of the tragedy.

In the wake of the attack, a 30-year-old man named Kai-Ji Adam Lo was charged with multiple counts of murder. Lo appeared before a judge, facing eight counts of second-degree murder. Investigators have ruled out terrorism as a motive, instead citing Lo's history of mental health issues. Interim Police Chief Steve Rai indicated that the suspect had significant interactions with police and healthcare professionals concerning mental health.

At a vigil attended by mourners, including Vancouver's Mayor Kenneth Sim, the community expressed their collective grief. Mayor Sim stated, "We are heartbroken, we are sad, we are scared, and there’s a bit of anger there too." The outpouring of condolences and support from the community reflects the profound impact this tragedy has had on Vancouver's Filipino community and beyond.

As investigators continue to piece together the events leading up to the incident, they have executed search warrants and are reviewing bystander video footage for additional evidence. Police spokesperson Sgt. Steve Addison emphasized the need for a thorough investigation, stating, "This was intended to be a safe, fun, family-friendly community block party for people to celebrate their community and culture. The actions of one person stole that away from them."

The Vancouver Provincial Court has issued a publication ban on details of the case to protect the rights of the accused and the privacy of the victims' families. As the community rallies together to support one another during this difficult time, the memories of those lost will undoubtedly linger in the hearts of many.

In the days following the tragedy, tributes have poured in for the victims, with community members sharing their stories and memories. The impact of this event will be felt for years to come, as families and friends navigate the painful aftermath of such a senseless act of violence.
