At approximately 10:30 AM, traffic police team number 2, which was part of task force team number 4, was on patrol ensuring traffic order and safety at KM 32 on the 7C National Highway in the Nghi Kieu commune, Nghi Loc district. During their duty, the officers observed a small car with license plate 37C-553.01 that had come to a stop at the roadside, drawing their immediate attention.
Inside the vehicle, they found Mr. NTH (born in 1978), who had suddenly suffered a stroke while being driven by his wife, Mrs. H, to Vinh city. The alarming scene revealed that Mr. NTH’s mouth was twisted, and he was unable to speak, which indicated a severe medical episode. Realizing the urgency of the situation, Mrs. H rushed towards the police team, explaining her husband's condition.
"My husband was driving with me to Vinh when he suddenly had a stroke. His condition was critical, and I feared for his life if we couldn't get him to the hospital in time," she said, expressing the distress they faced amid busy traffic.
Understanding the gravity of the situation, the police team quickly consulted with their leader, who determined that Mr. NTH needed to be transported to Nghi An General Hospital for emergency treatment. Given the heavy traffic conditions and the distance of approximately 25 kilometers, simply waiting for an ambulance wasn't a viable option. The police decided to use a specialized vehicle to facilitate the urgent transport.
