Toronto Officer Charged After Accidental Gun Discharge

Halton police charged Constable Alison Cowley following an off-duty incident in Milton.

A Toronto Police officer has been charged by the Halton Regional Police after allegedly discharging her police-issued firearm by accident. Halton police officers responded to a call in Milton on Thursday, March 13, 2025, reporting the incident involving an off-duty officer. Fortunately, no injuries were reported from the incident.

According to Halton police, the officer was identified as 54-year-old Constable Alison Cowley, who has served with Toronto Police for 25 years and was last assigned to 11 Division. Following their standard procedure of reviewing all firearm discharges by police service members, Halton police spokespersons advised that as a result of the investigation, Cowley was charged with a single count of careless use of a firearm.

The time of the incident on March 13 was approximately 6:10 a.m., and while specific details about how the firearm was discharged remain unclear, the charge has been filed as a precautionary measure following the investigation.

Scheduled to appear in court on April 28, 2025, Officer Cowley is currently suspended with pay while awaiting trial. This practice is not uncommon in such cases where officers are involved in potential violations of firearm safety protocols.

In light of this incident, Halton police reiterated their commitment to maintaining safety standards within the department. “Halton police service has always prioritized the safety of our community and our officers,” said an unnamed spokesperson.

Officials advised that once the matter is before the courts, they will not provide further updates regarding the case.
