New $2.15 Billion Rail Line To Boost Mineral Transport To Dar es Salaam Port

Tanzania and Burundi have announced the initiation of a significant partnership to build a new railway project aimed at enhancing trade and transportation of minerals between the two nations. The $2.15 billion project, set to link Uvinza, Tanzania, to Musongati, Burundi, is being developed by two Chinese construction giants: China Railway Engineering Group Ltd and China Railway Engineering Design and Consulting Group. The initiative is poised to bolster the transport of metals, particularly the battery mineral nickel, through Dar es Salaam's busy port.

During the recent signing ceremony, Tanzania’s Transport Minister, Makame Mbarawa, highlighted the railway’s importance, stating, “The signing of this contract is the coming to fruition of a bilateral agreement between the governments of Tanzania and Burundi.” He emphasized the necessity of the railway line for efficient nickel exports and the enhancement of cross-border trade.

The railway will span 282 kilometers (approximately 175 miles) and is expected to facilitate the annual transport of three million metric tons of minerals. This significant undertaking is also backed by the African Development Bank (AfDB), marking its first foray of financing railways in Tanzania, as noted by Finance Minister Mwigulu Nchemba during his remarks on the project. “This is a very significant moment because it marks the first foray of the AfDB in the financing of Tanzania’s railway projects,” Nchemba stated.

China's investments across Africa have surged in recent years, securing deals under its Belt and Road Initiative. The partnership between Tanzania and Burundi follows this trend, highlighting the growing influence and investments from Chinese companies across the continent. China has become Africa's largest trading partner and creditor, overseeing numerous infrastructure deals focused on railways, roads, and power plants.

With reports indicating rising volatility in the price of nickel—having almost doubled over the last decade—the demand for efficient transportation solutions is clear; it's not just about facilitating exports, but also about integrating regional economies. The railway will leverage Tanzania's position to transport nickel from Burundi, which is near significant mineral deposits, particularly at Musongati.

The project is also seen as part of broader efforts to connect key locations and improve the transportation of mining and agricultural products across Eastern and Central Africa. Completion of the line is anticipated within 72 months, which includes time for thorough reviews following construction.

While the prospects of increased trade and infrastructure development are promising, there are rising concerns among citizens and stakeholders about potential long-term ramifications. Critics worry about debt levels associated with such large investments and question whether these initiatives serve the long-term interests of African nations or primarily benefit foreign investors.

Despite these concerns, the injection of funding from Chinese sources offers hope for creating jobs and economic development. Earlier this year, President Xi Jinping pledged nearly $51 billion for African infrastructure initiatives, assuring the commitment to bolster economic ties and development projects across the continent.

This venture also opens discussions about environmental and social impacts associated with such large-scale infrastructure projects. Balancing growth with sustainability will be pivotal as the railway progresses, potentially setting a template for future projects throughout the continent.

With stronger connectivity, Tanzania and Burundi could very well reshape the trade dynamics of the region, offering new paths for mineral exports and enhancing bilateral cooperation. Stakeholders eagerly anticipate the economic benefits this project will generate, as both governments remain optimistic about the potential it holds for their nations.
