On April 25, 2025, a significant moment unfolded at the United Nations headquarters in New York as the new Syrian flag was raised for the first time. This historic event was marked by the presence of Asaad Al-Shibani, the Minister of Foreign Affairs in the current Syrian government, who expressed pride and dignity in representing Syria on this global stage. "In the name of the Syrian Arab Republic, we stand today in a historic moment distinguished by dignity, to raise the new Syrian flag at this international forum, for the first time after it covered a painful page of our history," Al-Shibani stated in a post on X, formerly known as Twitter.

The flag, according to Al-Shibani, symbolizes not just a nation but also a people striving for freedom and justice. "This flag that waves today in the sky of the United Nations does not symbolize only a country, but a people aspiring for freedom and justice," he added. The raising of the flag is seen as a pivotal step that could enhance Syria's role in international organizations, with Al-Shibani emphasizing the world's need to address the aspirations of the Syrian people.

During his remarks, Al-Shibani also called for the lifting of sanctions that have burdened the Syrian populace. He remarked, "With the removal of the reasons for the sanctions, they should be lifted and should not continue to target the lives of the Syrian people, as lifting them will help revive our economy." He expressed hope that the international community would recognize the need for a collaborative approach to rebuilding Syria.

In conjunction with this event, the "A3+" group, consisting of Algeria, Somalia, Sierra Leone, and Guyana, convened on the same day to advocate for a comprehensive solution in Syria during a meeting at the Security Council. Algeria's Permanent Representative to the United Nations, Ambassador Amar Bendjama, articulated the group's firm belief in the necessity of a successful and inclusive transition, supported by the international community.

"The group is convinced that a successful and comprehensive transition is possible with strong international support," Bendjama stated. He underscored the critical role of the United Nations in facilitating this process, while also emphasizing the importance of maintaining the independence and effectiveness of UN agencies in relation to the A3+ group.

The A3+ group welcomed the recent announcement regarding the formation of a new transitional government by the interim authorities in Syria. Bendjama expressed optimism about the forthcoming steps that would ensure a comprehensive political process, stating, "We look forward to the upcoming steps that ensure a comprehensive political process."

Moreover, Bendjama highlighted the need for accountability regarding violations of international humanitarian law and human rights law, emphasizing that "justice and accountability are essential elements in the reconciliation process." He acknowledged the deep suffering of the Syrian people but expressed confidence in their resilience and capacity to find lasting solutions to their crises with the full support of the international community.

Describing the humanitarian situation in Syria as "catastrophic," Bendjama pointed out that the needs of the population are increasing and surpassing available resources. He noted that over 1.5 million displaced individuals have returned to their homes since November 2024, yet warned that the current conditions do not foster a safe, voluntary, and dignified environment for refugees and internally displaced persons.

The A3+ group called for an end to restrictions on humanitarian access, aligning with the principles outlined in UN resolution 1974. They urged the international community to fulfill its financial commitments to support humanitarian operations in Syria.

Bendjama stressed the importance of investing in infrastructure, education, and healthcare to pave the way for long-term prosperity. He reiterated the call for lifting unilateral sanctions, stating, "The initial justifications for these sanctions are no longer valid." He concluded by emphasizing that achieving stability and prosperity in Syria will require a comprehensive approach that promotes security, economic recovery, and inclusive governance.
